General Phan Van Giang sent a letter of encouragement to the army and militia forces in the fight against Typhoon No. 3.

On September 11th, the Minister of National Defence , General Phan Van Giang, sent a letter of encouragement to the officers and soldiers of the Vietnam People's Army and the Self-Defense Militia who are actively participating in preventing, combating, and overcoming the consequences of Typhoon No. 3.

Today's weather (September 12): Heavy rain continues in the North.
The United States will provide $1 million in emergency assistance to Vietnam to help recover from the damage caused by Typhoon No. 3.

In the letter, General Phan Văn Giang stated clearly:

In response to the complex developments of Typhoon No. 3, strictly adhering to the directives of the Politburo , the Secretariat, the Government, the Prime Minister, the Central Military Commission, the Ministry of National Defense, and the orders of commanders; officers and soldiers of the Army and local militia units in the North quickly deployed measures to prevent and mitigate the typhoon within their units and in their areas of operation; promptly disseminated information, mobilized, and assisted the people in relocating; and called upon and guided ships and people to safe shelters.

With the spirit of "human life is paramount," "wherever there are difficulties and dangers, there are soldiers," and the "four on-the-spot" principle, the comrades maintained strict combat readiness while organizing forces and resources to promptly arrive at critical, difficult, arduous, and dangerous locations, spearheading efforts in flood and storm prevention, search and rescue, and assisting the people in overcoming the consequences of Typhoon No. 3. Their actions set a shining example of the courage, will, and selflessness of the People's Army, exemplified by Captain Nguyen Dinh Khiem, Company Commander of Company 3, Battalion 1, Brigade 513, Military Region 3, who bravely sacrificed his life while on duty, leaving behind immeasurable grief for his family and comrades, and admiration among officers, soldiers, and the people.

On behalf of the Central Military Commission and the Ministry of National Defense, I commend and praise the high level of effort and determination of all comrades in participating in the prevention, control, and mitigation of the consequences of Typhoon No. 3. In the coming days, the post-typhoon situation will remain complex and unpredictable; the lives and property of the people will continue to be threatened. The Central Military Commission and the Ministry of National Defense trust and hope that all comrades will further uphold their courage and determination, promote revolutionary heroism, the tradition of decisive victory of the heroic Vietnam People's Army, "national solidarity and brotherly love," and cooperate to absolutely protect the lives and property of the State and the people, actively assisting the people of the northern provinces in promptly overcoming the consequences of the typhoon and quickly stabilizing their lives; while ensuring absolute safety in carrying out their duties."

Police from Huu Lung district and Battalion 7, Regiment 141 assisted residents, including many elderly people, in evacuating from flooded areas in Hoa Lac commune, Huu Lung district, Lang Son province.

Over the past period, the military mobilized nearly 458,000 officers and soldiers (regular troops, militia, and reserve forces) and more than 10,100 vehicles of various types to respond to Typhoon No. 3. This included over 400 specialized vehicles, thousands of cars, boats, and 6 helicopters. Military Regions 1, 2, 3, 4, and 5; and the Hanoi Capital Command assisted the people in reinforcing their houses and relocating from dangerous areas.

The Military Telecommunications and Industry Corporation (Viettel) also mobilized 6,500 people, more than 110 information rescue teams, and equipped thousands of additional generators to prevent disruptions to communication lines and ensure the safety of communications during the time the storm made landfall.

During the course of the mission, there were losses and sacrifices. On September 7th, Senior Lieutenant Nguyen Dinh Khiem, 27 years old, Company Commander of Company 3, Brigade 513, Military Region 3, died while participating in a mobile task force assisting the people of Pat village (Pat hamlet), Luc Hon commune, Binh Lieu district, Quang Ninh province. On the way back after collecting materials, seeing a comrade slip and potentially be crushed by a falling tree, Senior Lieutenant Khiem rushed to help and fell himself.

On September 8th, Major Tran Quoc Hoang (37 years old, from My Hao, Hung Yen province, an officer at Quang Ninh Prison) sacrificed his life while bravely braving the rain and wind to open the back gate of the prison to drain water from the detention area, ensuring the safety of his colleagues and inmates inside. However, due to the extremely high and fast-flowing water, he was swept away by the flood after opening the gate.

On September 9th, President To Lam signed a decision posthumously awarding the Second Class Order of National Defense to Major Tran Quoc Hoang and the Third Class Order of National Defense to Senior Lieutenant Nguyen Dinh Khiem. In addition, the Army Youth Committee, General Political Department of the Vietnam People's Army, also proposed posthumously awarding the "Brave Youth" badge to Senior Lieutenant Nguyen Dinh Khiem. These are shining examples of courage and willingness to sacrifice to protect the property and lives of the people, contributing to enhancing the image and fine traditions of the Ho Chi Minh Army.

Since September 12th, many activities have officially returned to normal after being disrupted by the floods. Students at many universities have resumed classes, the coal industry has restarted production, and clean water has been supplied, contributing to stabilizing the lives of people in affected areas.

The Department of Dyke Management and Disaster Prevention (Ministry of Agriculture and Rural Development) announced that it has contacted and received commitments of support from international organizations for emergency relief to people affected by Typhoon No. 3.
