During the past term, the Party Committee of Military Region 7 thoroughly grasped and seriously and effectively implemented the Party's guidelines and policies, the State's policies and laws; resolutions, directives, conclusions, regulations and rules of the Central Military Commission and the Ministry of National Defense; led the comprehensive completion of tasks, many of which were completed well and excellently.
The Military Region has strictly implemented the combat readiness regime; closely coordinated with other forces to ensure absolute safety for important national events; actively and proactively helped people prevent, combat, and overcome the consequences of natural disasters, and conduct search and rescue. In particular, it has mobilized over 100,000 officers, soldiers, militia, and reserve soldiers, 47,000 vehicles, and over VND 812 billion to support people in preventing and fighting the Covid-19 pandemic.

With the motto "Solidarity - Democracy - Discipline - Dynamism - Creativity - Development", the Congress identified 3 breakthroughs: Improving the quality of local military and defense work, promoting the combined strength, mobilizing resources, building a revolutionary, disciplined, elite, and modern Military Region's armed forces. Improving the quality of training, building discipline, managing discipline, ensuring safety; promoting the cultural values of Uncle Ho's soldiers in the new period. Promoting the application of science, technology, innovation and digital transformation in the Military Region's armed forces.
Speaking at the congress, on behalf of the Central Military Commission and the leaders of the Ministry of National Defense, General Trinh Van Quyet acknowledged and commended the results and achievements that the Party Committee of Military Region 7 had achieved in the past term; at the same time, he sincerely thanked the Party Committee, authorities and people of localities in Military Region 7 for always paying attention, closely coordinating, and creating all conditions for the Party Committee of Military Region 7 and the entire army to successfully complete all assigned tasks. The Chief of the General Political Department reminded the Party Committee and the Armed Forces of Military Region 7 to strictly maintain and do better in implementing the Party's principles and leadership methods; must build solidarity on the basis of principles, use principles to unite, the more principles are maintained, the better the solidarity; at the same time, must create the best conditions and environment for cadres and party members to promote, strive and mature.
General Trinh Van Quyet requested the Party Committee and the Armed Forces of Military Region 7 to continue to strive to comprehensively complete the goals, programs, and plans set out for the 2025-2030 term; focusing on thoroughly grasping the Resolutions and Directives of the Party and the Central Military Commission, creating high consensus within the entire Party, army, and people, and the comprehensive strength of the entire nation to firmly enter the new era...

The Chief of the General Department of Politics also requested the Party Committee of the Military Region to continue reviewing, adjusting, and building a lean, strong, revolutionary, disciplined, elite, and modern Military Region from 2026; focusing on building a "strong, widespread" militia and self-defense force, building a "mighty" reserve force; making breakthroughs in innovation, improving the quality of training, education and training, the quality of military recruitment and military enrollment; organizing exercises at all levels to ensure strictness, efficiency, closeness to reality and absolute safety; continuing to thoroughly grasp and effectively implement Resolution 57 on breakthroughs in science and technology development, innovation and digital transformation; focusing on promoting the digitization of records and data; applying science and technology, digital transformation in all fields.

General Trinh Van Quyet requested the Military Region to focus on building a clean and strong Party organization in the Military Region that is exemplary in politics, ideology, ethics, organization and personnel; maintain and strictly implement the Party's principles and leadership methods; improve the leadership capacity and fighting strength of Party committees and organizations at all levels, promote the pioneering and exemplary role of cadres and Party members; continue to promote the study and following of Ho Chi Minh's ideology, ethics and lifestyle; effectively implement policies to attract and make use of military talents, and build a contingent of cadres that meet the requirements and tasks in the new situation.
On the same morning, leaders of Military Region 7 and delegates offered incense and flowers to President Ho Chi Minh. On the afternoon of August 14 and 15, the congress continued as planned.
