According to historical records, in 1578, in accordance with Lord Nguyen Hoang's policy of territorial expansion, the renowned figure Luong Van Chanh gathered migrants to settle and cultivate the land stretching from the south of Cu Mong Pass to the north of Ca Pass.
With his strategic vision and organizational skills, he worked with the people to gradually establish the first villages in the delta region of the Da Rang and Cai rivers.

Under his leadership, the barren land quickly became prosperous, the population grew, and villages developed one after another from Cu Mong to Da Bia Mountain.
This was a crucial foundation that led to Lord Nguyen Hoang officially establishing Phu Yen province in 1611, marking a new stage in the process of expanding territory southward.

After his death on September 19th, 1611 (the year of Tan Hoi) in Phung Tuong village (now Phu Hoa 2 commune), the renowned figure Luong Van Chanh was revered by the people as the tutelary deity of the region. A temple was erected in his honor to commemorate and express gratitude for the merits of the person who pioneered and shaped the land.
Speaking at the ceremony, Mr. Nguyen Le Vu, Deputy Director of the Dak Lak Department of Culture, Sports and Tourism, emphasized: The tomb and temple of historical figure Luong Van Chanh have been recognized as a national historical relic since 1996 and have always received attention for restoration and preservation from all levels of government and the people.
This is a place of profound historical significance, contributing to the education of traditions for future generations, and at the same time becoming a destination that attracts a large number of tourists from inside and outside the province to visit and learn.
According to the Deputy Director of the Dak Lak Department of Culture, Sports and Tourism, the incense offering ceremony is not only a spiritual and cultural activity, but also an opportunity to express profound gratitude to our ancestors, thereby educating the younger generation about the tradition of "drinking water, remembering the source."
The presence of delegates and the people is vivid evidence of the spirit of great unity, as well as pride in the historical and cultural traditions of the locality.
