Overtime and extra shifts are required at many projects.
Of the total investment capital of over 4 trillion VND for construction projects in Dak Nong in 2025, the Provincial Investment and Construction Project Management Board (PMB) accounts for nearly half. The province's capital disbursement rate depends heavily on the disbursement rate of the board.

As of May 14, 2025, the Project Management Board had disbursed nearly 152 billion VND out of the total planned capital of 1,829 billion VND for 2025, reaching 8.3%.
Currently, some projects have achieved a certain level of completion, and the Project Management Board is organizing the acceptance process. Payments are being processed to submit documentation to the funding agency.
According to the Project Management Board, the biggest obstacle in disbursing public investment capital remains land clearance. The time required to complete procedures for granting new land exploitation permits and the process of completing the necessary conditions for mining operations take a long time, leading to project delays.
Some contractors have been slow in mobilizing manpower, materials, and equipment on the construction site, thus failing to meet the committed plan and schedule. The Provincial General Hospital upgrade project is one example. In 2025, this project was allocated 270 billion VND. To date, the project has disbursed nearly 19 billion VND, reaching 6.7% of the plan.

According to Ha Sy Son, Director of the Project Management Board, the contractor committed to disbursing 109 billion VND in the first four months of 2025. However, after on-site inspection and acceptance, only 73 billion VND has been disbursed, a delay of 36 billion VND compared to the commitment.
According to the commitment, the contractor was required to mobilize 170 workers at this time, including 100 construction workers and 70 MEP workers. However, upon inspection, only 120 people are currently present at the site, failing to meet the commitment's requirements.

According to Mr. Son, the Project Management Board had warned twice about the delay in progress. The unit has requested the contractor to aggressively mobilize materials and labor to compensate for the value of the delayed work.
“Along with urging the contractor, we have proposed that the Department of Construction advise the Provincial People's Committee to extend the completion deadline for this project from August 2025 to December 31, 2025. The contractor should mobilize human and material resources, as well as ensure the timely delivery of equipment,” Mr. Son suggested.
Regarding the project's progress, Mr. Le Bao Anh, General Director of Construction Company No. 1 - JSC, the contractor for the Dak Nong Provincial General Hospital Upgrade Project, stated that the company fully accepts responsibility for the project's progress. However, due to the import of machinery and equipment from many places around the world , the project is taking a long time.
“According to the plan, by July 15, 2025, all equipment and machinery, totaling approximately 200 billion VND, will arrive at the site. Once the equipment arrives, the disbursement of funds will be very rapid. At that time, we will mobilize all human and material resources to construct the project,” Mr. Anh pledged.

At a meeting with the Project Management Board on May 15th, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Ho Van Muoi, directed: "We must work day and night. Contractors should work overtime and in shifts to speed up the process. We should take advantage of favorable weather conditions whenever possible. Along with ensuring progress, the quality of the project must be prioritized. We cannot compromise on quality just because the project is under time pressure."
The Chairman of the Provincial People's Committee requested the investor to coordinate with the contractor to develop a specific timeline for disbursement. At this point, there is no reason to have any funds remaining idle, especially for projects such as the central square and the Provincial General Hospital.
As of April 30, 2025, public investment capital disbursed in Dak Nong reached VND 474 billion out of a total planned capital of VND 4,098 billion for 2025, achieving 11.57% of the plan. Of this, local budget disbursed VND 219 billion out of VND 1,298 billion, reaching 16.91%. Central government budget disbursed VND 203 billion out of VND 2,116 billion, reaching 9.6%. ODA funds disbursed VND 8.3 billion out of VND 261 billion, reaching 3.17%.
The land clearance process must be completed.
The slow disbursement of funds is largely due to delays in land clearance. Currently, many projects in the area are facing land clearance issues.
According to Ngo Duc Trong, Chairman of the People's Committee of Gia Nghia City, the city's public investment capital for 2025 will mainly come from land clearance costs. Many key provincial projects are facing obstacles and therefore cannot be disbursed yet.
"We have taken coercive measures against some households that are deliberately delaying the process. The local authorities are determined to resolve this issue completely in order to hand over the land to the investors," Mr. Trong said.

Regarding capital disbursement, the Standing Vice Chairman of the People's Committee of Dak Nong province, Le Trong Yen, emphasized that by June 30, 2025, all projects under the jurisdiction of the district level must complete land clearance.
We must be bold in this work. Local authorities and investors need to dare to think, dare to act, and dare to take responsibility in order to succeed.
"To accelerate project progress, we need to change the human factor, methods, and coordination. Investors need to be meticulous in compensating people in the project area for crop prices and infrastructure," emphasized Le Trong Yen, Standing Vice Chairman of the Provincial People's Committee.
At the working session with the Provincial Project Management Board, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Ho Van Muoi, emphasized that the biggest issue currently is land clearance. Land clearance is necessary before construction can proceed.
“Now, time is running out. If land clearance is not resolved before July 1, 2025, abolishing the district level will be very difficult and complicated. Therefore, wherever a project faces land clearance issues, it must be resolved immediately,” Chairman of the Provincial People's Committee Ho Van Muoi directed.

The Chairman of the Provincial People's Committee emphasized that for land clearance to proceed smoothly, it requires the agreement and support of the people. The provincial leadership greatly hopes for support from the people, especially for key projects.
