Dak Song commune has focused on innovating its leadership methods by staying close to the people, being proactive, and using the effectiveness of serving the people as a measure of success. This has led to significant changes in the work style of officials, improving the efficiency of administration and resolving many issues at the grassroots level.

In implementing Resolution No. 28-NQ/TW dated November 17, 2022, on continuing to innovate the Party's leadership and governance methods over the political system in the new period, the awareness of Party committees, Party organizations, and cadres and Party members in Dak Song commune has undergone many positive changes. These innovations have been concretized through changes in working methods, work style, and the spirit of serving the people.

One of the outstanding results is that the commune's political system has been gradually streamlined, operating more effectively and efficiently. The Party Committee focuses on strategic tasks, strengthens decentralization and delegation of power while emphasizing the responsibility of the head of the organization; overcoming the situation of excuses, doing things on behalf of others, or neglecting leadership and management. Mr. Nguyen Van Thanh - Secretary of the Dak Song Commune Party Committee said: "We have determined that we must put the people at the center, strengthen visits to the grassroots, and engage in direct dialogue to understand their thoughts and aspirations and promptly resolve issues arising from the outset, right at the grassroots level."

The leadership and management style of grassroots officials has clearly shifted towards being closer to the people and more involved in their work. Many officials proactively go to their localities, directly assess the situation, listen to the opinions of the people, and handle emerging issues right from the village level. Along with this, mass mobilization, propaganda, and public opinion monitoring have been reformed in a flexible and practical manner. Propaganda content focuses on issues of public concern; forms are diversified through social media, community Zalo groups, and the "Effective Mass Mobilization" model at the grassroots level. Channels for receiving information and feedback from the grassroots are maintained regularly, helping Party committees and authorities promptly handle emerging issues, preventing them from escalating or becoming hotspots.

Furthermore, Dak Song commune has concretized the spirit of Resolution No. 28 through administrative reform, digital transformation, and the application of science and technology in management and operation. The commune Party Committee has directed the establishment of a Steering Committee on the development of science and technology, innovation, and digital transformation; and 11 community digital technology teams in villages and hamlets to gradually put the policy into practice. To date, the commune has completed 100% of the digital transformation targets in phase 1 with 16 targets and phase 2 with 92 targets. The rate of digitally signed outgoing documents reached 99.2%; the rate of online administrative procedures reached 98.94%. The application of digital technology has created a clear transformation in the operation of the administrative apparatus. Digital infrastructure continues to be invested in and upgraded, with 4G and 5G coverage reaching 92%. 100% of officials and civil servants have applied artificial intelligence (AI) in performing their professional duties.

This result clearly demonstrates the innovation in leadership methods in the spirit of Resolution No. 28, gradually shifting from traditional administrative management to digital-based operation, and improving the efficiency of serving the people. Mr. Nguyen Van Thanh affirmed that the implementation of Resolution No. 28 not only aims at innovating working methods but also creates a transformation in leadership thinking, building a more responsible, people-oriented, and better-serving team of officials.

The experience in Dak Song shows that reforming leadership methods in accordance with Resolution No. 28 is not just about reforming processes or working methods, but more importantly, about transforming the mindset of serving the people. When officials are closer to the people and the grassroots, and technology becomes a tool to improve the efficiency of governance, the quality of the political system's operations is also improved, contributing to strengthening the people's trust in the Party and creating momentum to promote local socio -economic development.
