Ensuring traffic safety during the rainy and stormy season.

The 2025 rainy and stormy season is expected to be complex and unpredictable, directly impacting traffic safety. Given this situation, relevant authorities, local governments, and the public need to continue to raise awareness, demonstrate a sense of responsibility, and proactively implement measures to ensure traffic order and safety.

Implement solutions in a coordinated manner.

Vice Chairman of the Provincial People's Committee Ngo Cong Thuc signed and issued Official Document No. 252/UBND-KT on strengthening traffic safety during the rainy and stormy season in the province in 2025. The Provincial People's Committee requested the Department of Construction to review, identify, and address points and sections of roads that pose a risk to traffic safety; local roads connecting to provincial and national roads; supplement and repair traffic safety systems on the assigned routes; and especially promptly repair and remedy damage to traffic infrastructure caused by rain and storms.

The provincial police have developed a plan to deploy forces for regular patrols and inspections on roads with high traffic density and at locations and sections of roads where traffic accidents frequently occur. They will coordinate with other functional forces to patrol inland waterways, promptly detecting and suspending the operation of ports, wharves, and ferry crossings; and passenger transport vehicles and tourist boats that do not meet safety requirements.

The Provincial Border Guard Command absolutely prohibits vessels from going out to sea if they do not meet safety requirements, especially passenger transport vessels and vessels carrying tourists. They proactively coordinate and inform vessels operating at sea and along the coast to seek shelter from storms when weather conditions are unsafe.

The Kien Giang Maritime Authority is strengthening safety inspections of maritime vessels in accordance with regulations. They are resolutely refusing to grant permits for vessels to leave ports and wharves if they do not meet the safety requirements for the maritime route. The Department of Agriculture and Environment is promptly notifying fishing vessels operating at sea to seek safe shelter when weather conditions are unfavorable. The Department of Culture and Sports is not granting permits for advertising signs, banners, etc., that obstruct the view of drivers and pose a safety risk due to rain and wind.

People's Committees of communes, wards, and special zones should intensify propaganda and mobilization efforts to encourage people to comply with traffic regulations; especially by warning about the risks and situations of traffic accidents caused by storms and heavy rain on local radio broadcasts. They should improve state management of infrastructure protection and road and inland waterway safety corridors; promptly detect and strictly handle cases of re-encroachment on roadbeds and sidewalks; organize tree trimming and drainage to prevent flooding of roads.

Raising public awareness

Besides solutions from relevant authorities, to ensure traffic order and safety during the rainy season, every road user must raise their awareness of complying with the law, adhering to regulations on road and waterway traffic safety, and equipping themselves with necessary skills and caution when traveling to avoid unfortunate incidents. Mr. Nguyen Van Chi Linh, residing in Long Xuyen ward, said: “During the rainy season, low-lying roads are flooded and slippery, so I drive slowly and maintain a safe distance from the vehicle in front to react promptly to unexpected situations.” Ms. Le Thi Anh Nguyet, residing in Vinh Hau commune, shared: “I buy raincoats that fit well, not too loose or too tight, which would make it difficult to control the vehicle in heavy rain and strong winds, and to prevent the raincoat from getting caught in the wheels and causing accidents.”

An Giang has a complex network of canals and rivers, therefore, proactive awareness of traffic safety among ferry and boat owners is crucial. According to Nguyen Van Huan, Deputy General Director of An Giang Ferry Joint Stock Company, the company operates 7 ferry terminals with 34 vessels, transporting an average of 12 million passengers by motorbike and 2 million by car annually. An Giang Ferry Joint Stock Company strictly adheres to safety regulations in the management and operation of ferry services. The company regularly inspects, repairs, and maintains vessels and access bridges. It is fully equipped with lifebuoys, onshore and offshore lighting systems, and signal lights. During storms, personnel are stationed on all ferries, including those anchored, to prevent accidents such as drifting. Ferries are not allowed to leave the terminal unless it is safe to do so.

This year's rainy and stormy season is developing in a complex manner. Besides the traffic safety measures actively implemented by all levels of government, relevant agencies, and functional forces, each citizen participating in traffic needs to raise awareness and strictly abide by the law to minimize potential accidents, protect lives and property, and contribute to maintaining traffic order and safety.
