Previously, from the 2023 admission season, many top universities have completely abandoned the admission method based on high school transcripts and reduced the admission quota based on high school graduation exam scores.
In 2024, the National Economics University will maintain 3 admission methods: Considering high school graduation exam scores; direct admission; admission according to a separate project. In particular, the school will reduce the admission rate based on high school graduation exam scores to 18% (25% in 2023). At the same time, the school will increase the admission rate based on a separate project to 80%. The remaining 2% will be for direct admission.
In June, the National Economics University also announced the university admission method for 2025. Accordingly, the quota for admission based on high school graduation exam scores will be only 15%.
At the same time, in 2024, Hanoi Medical University and some top schools will not recruit students based on academic records. However, Hanoi Medical University has an additional admission method based on the results of the 2024 high school student capacity assessment exam of Hanoi National University.
The reality of enrollment shows that the benchmark scores based on the high school graduation exam method in recent years have always been high. The reason for the sharp increase in the benchmark scores based on the high school graduation exam scores in 2024, shared by schools, is that the quota for the graduation exam results method is still very small; most of the quotas have been considered for early admission methods such as international language certificates, international competency assessment certificates (SAT/ACT), competency assessment test results, thinking assessment tests, direct admission, etc.

According to the Department of Higher Education (Ministry of Education and Training), there are currently more than 20 different admission methods used by universities for admission. Admission results in recent years show that high school graduation exam results are still the method with the highest proportion of admission candidates. However, the admission trend of universities, especially top universities, is increasingly reducing the admission quota by this method.
Mr. Pham Ngoc Thuong - Deputy Minister of Education and Training said that the Ministry will propose that universities increase the admission quota based on the high school graduation exam scores. This will help reduce costs for society, especially helping students in remote, isolated, and disadvantaged areas who do not have the means to travel or the opportunity to participate in many other competitions, but still have the opportunity to be admitted to universities.
And in the latest document issued by the Ministry of Education and Training last weekend, regarding the tasks for the 2024-2025 school year set by the Ministry for university and college education, it requires thoroughly overcoming the lack of fairness in admission methods.
Specifically, to carry out the tasks of the new school year, the Ministry of Education and Training requires training institutions to complete the 2024 enrollment work according to the general plan, ensuring the implementation of the targets and methods announced in the project, in accordance with the regulations of the Ministry of Education and Training and the training institutions.
At the same time, educational institutions must complete and promptly announce admission methods from 2025 onwards, thoroughly overcoming the problem of unfairness and lack of trust in admission methods and criteria. They must ensure consistency with the 2018 General Education Program, while having a positive impact on teaching and learning activities in general education.
