On May 9, the Vietnam Road Administration sent a document requesting Project Management Board 3 to rectify the progress and quality of construction of the project to renovate and upgrade National Highway 31, section Km 2+400 - Km 44+900 in Bac Giang province.
According to the request of the Vietnam Road Administration, Project Management Board 3, Supervision Consultant and contractors need to rebuild the detailed construction schedule every week and every month, ensuring the target of opening the asphalt concrete layer to traffic by June 30 and completing the project by September 30. The schedule and contractor's commitment are the basis for handling progress violations.
Based on the detailed construction schedule and the contractors' commitments, Project Management Board 3 monitors and controls the quality, volume, and construction progress by day and month. If a contractor is behind schedule for a week in a row, Project Management Board 3 will impose a penalty for violating the contract schedule and consider transferring the volume to a contractor with sufficient construction capacity.
In particular, the Director of Project Management Board 3 must directly monitor and manage the project until it is completed. At the same time, assign leaders of the Board in charge of the bidding packages to regularly be present at the construction site to urge progress and manage the quality of the project.
Regarding the handling of contractors who violate the progress and general quality of the project, the Vietnam Road Administration affirmed that the Director of Project Management Board 3 is responsible for handling contractors who violate the progress or violate quality according to the provisions of the contract and the contractor's commitment. Promptly handle contractors with weak capacity, construction that does not ensure progress, and violate quality by adding subcontractors or terminating the contract.
Joint Stock Company 208 is executing Package 12. Currently, the contractor is no longer capable of performing the construction. The Vietnam Road Administration requests Project Management Board 3 to complete the procedures for transferring the remaining volume to the leading contractor of the joint venture to ensure the project's objectives. The Director of Project Management Board 3 is fully responsible for any delays that affect the overall progress of the project.
“The Director of Project Management Board 3, the Chief Supervision Consultant and the contractor are fully responsible before the law, the Ministry of Transport and the Vietnam Road Administration for violations of construction progress and quality; traffic safety, labor safety and environmental sanitation,” the Vietnam Road Administration emphasized the responsibility of each management unit.
It is known that the project to renovate and upgrade National Highway 31, section Km 2+400 - Km 44+900 in Bac Giang province, has been handed over about 90% of the site by the locality, and the capital plan has also been arranged to complete the project.
With these favorable conditions, the Vietnam Road Administration has repeatedly requested Project Management Board 3 to direct the contractor to speed up the progress and complete the project as soon as possible according to the contractor's commitment to open the asphalt concrete layer to traffic by June 30, 2023 and complete the project by September 30.
However, on-site inspections show that the current bid packages are behind schedule, with a large remaining construction volume. Especially in bid package 10 constructed by Vinadelta Joint Stock Company, Nam - Invest Investment Joint Stock Company, bid package 11 constructed by HUGIA Development Investment Joint Stock Company, 68 Construction Service and Trade Joint Stock Company, and Dac Dao Construction Company. Bid package 12 constructed by Ngoc Minh - UDIC Construction and Trade Joint Stock Company and 208 Joint Stock Company.
In particular, Project Management Board 3, Supervision Consultants and contractors have not yet properly implemented the regulations and instructions of the Ministry of Transport and the Vietnam Road Administration.
The Project to Improve and Upgrade National Highway 31, section Km 2+400 - Km 44+900, Bac Giang province, has a total length of more than 39km, invested in the scale of a grade III plain road, with a roadbed width of 12m and a road width of 11m.
The project has a total investment of more than VND 863 billion from the State budget in the medium-term public investment plan for the period 2021 - 2025. The project started on August 4, 2022 and will be completed on December 31, 2023. The project is divided into 3 construction packages (including packages No. 10, No. 11 and No. 12)./.
