The State Reserve Sub-Department of Region III is an organization under the State Reserve Department, consisting of 04 functional departments and 30 reserve warehouses performing the function of directly managing national reserve goods and state management of national reserves in Hai Phong city, Quang Ninh province, Hai Duong province and Thai Binh province. The Party Committee of the State Reserve Sub-Department of Region III is a grassroots Party organization under the Party Committee of the City People's Committee; the Party Committee has 21 subordinate Party cells with a total of 199 Party members (including 190 official Party members and 09 probationary Party members).
In the 2020 - 2025 term, the State Reserve Sub-Department of Region III has united and focused on leading cadres, civil servants and party members to comprehensively implement the goals and tasks set out in the Resolution of the Party Committee of the Sub-Department; leading and directing the building of agencies and organizations to operate effectively, contributing to the successful implementation of assigned political tasks.
In the work of importing and exporting national reserve goods, the assigned plan targets were completed, the purchase and import plan was well implemented: 132,350 tons of rice (of which: Northeast: 47,500 tons; Hai Duong: 43,500 tons, Thai Binh : 18,000 tons (all completed 100% of the plan); Regional Reserve Sub-Department III: 23,350 tons, up to the reporting time, 75% of the plan was completed); 63,400 tons of paddy (of which: Northeast: 17,000 tons; Hai Duong: 16,500 tons, Thai Binh: 29,900 tons, completing 100% of the plan). Organized the reception and storage of 03 DT3 speedboats; 100 sets of 24.5m2 tarpaulin houses; 25 sets of various generators; 56,000 life buoys; 26,000 life jackets; 450 light life rafts; 20 sets of fire-fighting water pumps and 22 sets of concrete drilling machines (100% of the plan completed). Proactively contact and coordinate with localities, ministries and branches to organize the provision of 32 sets of high-speed boats; 944 sets of various types of tents; 20 sets of generators; 18,299 round life buoys; 40,175 life jackets; 786 life rafts; 35 sets of fire-fighting water pumps; 08 sets of drilling and cutting equipment and 02 rescue rope launching devices for the Command Committees for Natural Disaster Prevention and Search and Rescue of ministries and branches to prevent and combat natural disasters and the Covid-19 epidemic.
The organization strictly implements the procedures and standards from the import, storage, to the warehouse exit stage; therefore, all reserve items have been put into safe storage and warehouse, in accordance with procedures and standards. Goods released from the warehouse are sampled and quality checked before being delivered to the receiving units. Up to now, all materials, equipment, and food issued to units and localities have ensured quality. In which, the loss rate of food items is always ensured according to regulations. The management of state budget estimates from 2020-2025 is organized and implemented seriously, in accordance with the State's regime and policies.
In the work of Party building, the Party Committee of the State Reserve Department of Region III regularly does a good job of propaganda and education, aiming to unify awareness and action throughout the Party Committee, directing the organization of conferences to thoroughly grasp the ideology of cadres and party members, especially in the process of restructuring and streamlining the apparatus; effectively organizing and implementing 18 "Skilled Mass Mobilization" models; has admitted 18 new party members (achieving 100% of the assigned plan targets)...
In the 2025 - 2030 term, the Party Committee of the State Reserve Sub-Department, Region III, sets the goal: Building a united, clean and strong Party organization in all aspects of ideology, politics and organization. Leading the unit to excellently complete political tasks, building the unit and strong mass organizations, contributing to the successful implementation of the Resolution of the Party Committee of the State Reserve Sub-Department, Region III, the Resolution of the City People's Committee Party Congress, the Resolution of the City Party Congress towards the 14th National Congress of the Party.
At the same time, a number of targets are set: Annually complete 100% of the plan for purchasing, importing and exporting food, supplies, equipment for national reserves, exporting rice for aid, relief, and support according to the Decision of the Ministry of Finance and the State Reserve Department. Carry out the work of preserving and storing 100% of goods in the entire Department to ensure quality safety and sufficient quantity. Annually, 100% of the functional departments and reserve warehouses under the Department achieve the title of Advanced Labor Collective, of which 20% of the Collective achieve the title of Excellent Labor Collective; 100% of cadres and civil servants achieve the title of Advanced Labor, 15% achieve the title of "Basic Emulation Fighter". 100% of cadres and party members know and use Chat GPT artificial intelligence in their professional fields. At the end of the term, 100% of the reserve warehouses under the State Reserve Department of Region III were modernized in the direction of intelligence, automatic control of the storage environment, and automation of import and export. Completed and put into use the Thai Binh reserve warehouse project with modern technology. Implemented 100% digitalization of warehouse data, import and export of reserve goods. Admitted new party members to meet and exceed the target assigned by the City Party Committee. Effectively implemented the models of "Learning Citizens", "Learning Units", 100% of cadres and party members conducted regular study, lifelong study...
The Party Committee of the State Reserve Department of Region III also identified two breakthroughs, which are: Breakthrough in innovating the Party's leadership method; strengthening the role and responsibility of the Party Executive Committee members according to the motto "Collective leadership, individual responsibility", associated with administrative reform in the Party. Developing and applying science and technology, innovation in building smart national reserve warehouses, gradually modernizing the reserve warehouse system, aiming to form a smart national reserve warehouse model, automatically controlling the storage environment...
