In the 2020-2025 term, the Party Committee of the Vietnam Oil and Gas Technical Services Corporation (PTSC) has clearly demonstrated its central leading role, gradually creating a solid foundation for the modern, autonomous and deeply integrated development of the entire system. The 2020-2025 period took place in a special context: the Covid-19 pandemic paralyzed the global supply chain, oil prices fell unprecedentedly, geopolitical conflicts persisted and the energy transition trend put the entire oil and gas industry under pressure for fundamental change. In volatile conditions, the comprehensive leadership role of the PTSC Party Committee became even clearer - not only maintaining stability, but also leading the Corporation to overcome difficulties, change strategy, develop the market, expand growth space, and affirm its position in the international arena.

Strategic Leadership - Creating New Development Space

Immediately after the 7th Congress, the Party Committee of PTSC Corporation issued the Action Program for the entire term, along with specialized resolutions closely following the major policies of the Party, the State, the Vietnam National Oil and Gas Group (Petrovietnam) and the specific situation of the enterprise. In the context of the domestic oil and gas industry almost freezing due to slow implementation of key projects, the Party Committee of PTSC proactively shifted its strategy, identifying a new development axis as offshore renewable energy and exporting technical services internationally. These are breakthrough steps, both opening up new development space and reducing dependence on cycles of oil price fluctuations and the domestic market. Under the direct leadership of the Party Committee, the Corporation has maintained stable production, gradually overcoming the most difficult stages of the pandemic and the market. All production and business targets of the term were completed and exceeded the plan, specifically: consolidated revenue was estimated at VND 108,577 billion, equal to 136% of the plan; after-tax profit reached VND 5,060 billion, equal to 169% of the plan; the average profit/charter capital ratio for the whole term reached 16.87%; dividends were distributed annually from 7% or more. In particular, the proportion of revenue from foreign countries regularly reached 35-55%/year, marking a strong shift in market structure and competitiveness.
The above results are the crystallization of the process of building a medium- and long-term strategic mindset of the PTSC Party Committee, orienting the development of the Corporation according to the model of an integrated energy engineering general contractor, with increasingly perfected capacity in the EPC/EPCI chain. During its term, PTSC has successfully implemented more than 10 domestic and international EPCI projects, with a total manufacturing volume of nearly 80,000 tons, affirming its increasingly perfect construction capacity, meeting the strict requirements of the international market. In particular, for the first time, PTSC simultaneously implemented many large-scale offshore wind power projects such as Greater Changhua, Hai Long 2, Yunlin in Taiwan (China); Gallaf phase 3 and DBN PWM in the Middle East - thereby gradually affirming the position of Vietnamese enterprises on the global energy industry map. The localization rate in projects undertaken by PTSC has increased steadily over the years; The design, manufacturing and installation capacity is increasingly approaching international standards, allowing the Corporation to assume the role of general contractor for many key projects such as Su Tu Trang field phase 2, Sao Vang - Dai Nguyet, Gallaf Batch 3, Block B gas project. With a long-term vision and appropriate development strategy, PTSC has gradually become a strong brand in the region in offshore oil and gas - energy engineering services, creating a real mark for the Vietnamese mechanical engineering industry in the global value chain.

Organizational Innovation Leadership - Building the Foundation of Modern Business

In response to the development requirements towards expanding scale, diversifying services and improving international competitiveness, PTSC Party Committee identified restructuring the organizational apparatus as a strategic task. Throughout the 2020-2025 term, the system arrangement work has been consistently implemented in the direction of streamlining, efficiency and adapting to the multi-service - multinational enterprise model. This process clearly demonstrates the Party Committee's consistent leadership role in building the organization, developing human resources and improving internal capacity. Right from the beginning of the term, the Party Committee of the Corporation directed a general review of the organizational model at the parent company and its member units. On that basis, many reform policies have been strongly implemented: merging departments/offices with overlapping functions, eliminating inappropriate intermediate layers, streamlining administrative focal points and clearly decentralizing power according to the principle of "one job - one focal point - one responsible person".
In member units, restructuring work was also vigorously implemented: 6 units carried out internal reorganization, 1 unit converted its operating model, and 3 units completed dissolution procedures. During the restructuring process, the Party Committee always required units to focus on stabilizing the ideology of cadres, rearranging work and income according to capacity. This guiding spirit has created high consensus throughout the system - something that is not easy to achieve in large-scale organizational restructuring processes. Associated with organizational restructuring is cadre work. During the term, the Party Committee issued 83 cadre resolutions, transferred - rotated - appointed 258 cadres, ensuring publicity, transparency and compliance with planning. Not only stopping at adding personnel, PTSC sets clear goals on rejuvenation, standardization and development of a quality successor team, gradually building a source of cadres capable of operating large domestic and international projects.
In addition to organization and personnel, an important pillar in enterprise reform that the Party Committee pays special attention to is digital transformation and management modernization. A series of new systems have been deployed: ERP, human resource management software, asset management, bidding, investment and project monitoring - all synchronized from the Corporation to the units. This is considered a strategic task to improve productivity, reduce costs and increase the ability to comprehensively control the enterprise. It can be affirmed that: thanks to the consistent and timely leadership of the Party Committee, PTSC has completed a major round of reform in organization - personnel - technology, creating an effective, streamlined and highly adaptable operating platform - suitable for the characteristics of a professional - modern technical service enterprise.

Party building is closely linked to culture building and endogenous strength.
As a grassroots Party Committee assigned with some powers above the grassroots level, with nearly 1,600 Party members and 94 Party organizations at all levels nationwide and abroad, PTSC Party Committee clearly identified: Party building work is the fulcrum to maintain discipline, stabilize the organization and improve the leadership capacity of the entire system. Right from the beginning of the term, the Party Committee of the Corporation issued the entire term's Work Program, concretized into resolutions, plans and regular instructions. In which, equal attention is paid to all 5 aspects: politics , ideology, organization, ethics and inspection and supervision. The rate of Party organizations completing their tasks well reached an average of 96.4% each year - exceeding the resolution target; 300 new Party members were admitted - reaching 100% of the plan; no Party organization violated discipline - proving a political system operating synchronously, disciplined and effectively. The Party's personnel work is carried out publicly, in accordance with procedures, closely linked to review, evaluation and personnel planning. The rotation of cadres, especially young cadres, is carried out systematically, combining on-site training and flexible use according to practical production and business requirements. This is a bright spot in the term, helping the next generation to be trained through practice, mature quickly and proactively adapt to the new organizational model.

In addition, in the context of multi-dimensional information and many fluctuations in international politics and economics , political and ideological work is especially valued by the Party Committee as a measure to protect the system from within. Studying resolutions, updating political news, grasping workers' thoughts, fighting against false information... are carried out regularly and systematically. The work of building ethics is closely linked to specialized political activities, self-criticism, implementing PTSC's cultural code and the emulation movement to follow Ho Chi Minh's ideology, morality and style. Thereby, contributing to enhancing the exemplary role of cadres, spreading positive values ​​to each unit and production team.

On the basis of consolidated political and ideological foundation, PTSC Party Committee continues to promote the work of building corporate culture, orienting communication and implementing social security as three soft pillars to ensure stability, spread the spirit of dedication and enhance brand image. The specialized resolution on communication - culture was issued immediately after the 7th Congress, from which the corporate value system, code of conduct and working environment of "discipline - responsibility - professionalism - affection" were shaped and maintained throughout. Patriotic emulation movements, internal and external communication, and social security activities with a total value of nearly 147 billion VND were implemented methodically and in depth. Fromeducation , health to environment and offshore areas, each program reflects PTSC's leading role, community responsibility and reputation in the oil and gas technical services industry. From ideological work to culture and social responsibility, PTSC Party Committee has created a unified system of values, which is both the foundation for internal stability and the driving force for the Corporation to develop sustainably and integrate deeply, build an exemplary corporate image, develop sustainably and connect deeply with the community. The 2020-2025 term marks a journey of courage, strong movement and full of impressions of PTSC Party Committee. The achieved results not only reflect the actual leadership capacity, but also affirm the central role of politics - organization in the whole system. On that foundation, the Party Committee continues to be the force leading thinking, organizing actions and creating new development momentum, accompanying the Corporation to enter the next stage with a more proactive, confident and decisive mindset.
