Speaking at the opening of the Congress, comrade Tran Luu Quang, Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee, affirmed that the 1st City Party Congress, term 2025-2030, is not only a particularly important political milestone but also a strong commitment of the entire Party Committee, government and people of the city.
With a deep awareness that, in addition to the outstanding achievements that have been achieved, the process of leadership, direction and organization of the implementation of the Resolution of the Party Congress for the 2020-2025 term still has shortcomings and limitations that need to be promptly overcome, the Congress will focus on democratic and frank discussions, comprehensively recognizing the results and achievements, while looking straight at the truth, deeply analyzing the shortcomings, limitations and causes, especially in the work of leadership, direction and organization of the implementation of the resolution in the spirit of modesty, openness, responsibility and aspiration.
He emphasized that we should not be complacent with the results we have achieved, nor be satisfied with ourselves, but must frankly ask ourselves, "Where does Ho Chi Minh City stand in relation to the development of major regional and international centers? Have the city's potential, advantages, resources, identity and traditions been promoted appropriately? Have the living standards, income and happiness of the people really become a measure of development?" In his speech directing the Congress, General Secretary To Lam stated that the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, is not only the beginning of a new chapter for the city after the merger but also a milestone opening up a great vision for the country in a new era, an era of rising up, creativity, prosperity, civilization and happiness. The General Secretary highly appreciated the preparations for the congress by the City Party Committee; Directive No. 45 of the Politburo has been seriously implemented, the City Party Committee has led and directed the successful organization of Party Congresses at all levels and prepared for the 1st Congress of the City Party Committee. The congress documents have looked straight at the truth, correctly assessed the truth, closely followed the orientation of the documents submitted to the 14th National Party Congress, clearly defined the goals, tasks and solutions for the 2025-2030 period with a breakthrough and strategic nature.
The General Secretary emphasized that the great achievements of the city in the past term were the result of the close leadership and direction of the Central Government, the effective coordination of ministries, departments, branches and localities, but the decisive factor was still the internal strength of the Party Committee and the people of the City. The city proactively summarized the practice, proposed the Central Government to issue many specific mechanisms and policies, especially Resolution No. 98 of the National Assembly and the Central Government's conclusions on the International Financial Center and the urban railway system, in order to effectively exploit all resources for development. Those results are very valuable and proud, contributing to the implementation of the Resolution of the 13th National Party Congress, and at the same time being a solid premise for the city to continue to develop rapidly, sustainably and comprehensively in the new era.
In addition to the achieved results, the City Party Committee has frankly acknowledged that there are still many difficulties, limitations and weaknesses, first of all structural bottlenecks that make growth unsustainable; many urgent issues such as flooding, environmental pollution, traffic congestion, social housing, hospitals, schools and the social welfare system have not been fundamentally resolved... The Congress needs to focus on frank discussions, deeper assessment of limitations and weaknesses, analysis of causes and proposal of practical and feasible solutions.

Affirming the city's expectations To become a model "super city", forming new growth drivers, rising to the level of international cities, worthy of being the leading economic, financial, scientific, technological, cultural and innovative center of Vietnam, the General Secretary emphasized that the City Party Committee needs to promote the results of the 2020-2025 term, truly becoming a center of intelligence, solidarity and innovation, an exemplary Party Committee with enough political mettle, management capacity and vision, capable of leading the city to pioneer development and integration. Focus on building a two-level government that is streamlined, strong, smart, efficient, effective, and efficient, serving the people. In particular, it is necessary to pay attention to building a team of leaders, especially strategic and key officials, and leaders at all levels, considering this a strategic breakthrough of the strategy.
To realize the vision and development goals of the new period, the City needs to thoroughly grasp, concretize and creatively apply the major policies and guidelines of the Party and State, turn guidelines into actions, resolutions into concrete results, create institutional breakthroughs, innovate the growth model and improve the quality of urban governance. The city needs to firmly adhere to the goal of comprehensive human development, linking economic growth with social progress and equity, building a livable city where every citizen has the opportunity to develop, is cared for in health, education, living environment and safety, and no one is left behind. The happiness, satisfaction and trust of the people are the highest measure of the leadership effectiveness and governance capacity of the political system.
To build and develop a modern, sustainable city, becoming a leading economic, financial, technological and service center in Southeast Asia and Asia, a major hub for international logistics, the General Secretary said that the top priority is to complete the planning, re-architect the development space according to a multipolar-integrated-connected mindset, operate according to a multi-center governance model to reasonably allocate resources and improve operational efficiency. This is a new issue, of decisive significance, the slower the city is, the more it loses its development opportunity. At the Congress, on behalf of the Central Organizing Committee, comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organizing Committee, announced the Politburo's decisions on personnel for the Ho Chi Minh City Party Committee. Accordingly, the Politburo decided to appoint the Ho Chi Minh City Party Committee Executive Committee for the 2025-2030 term, consisting of 109 comrades; the Standing Committee of the City Party Committee, consisting of 28 comrades; comrade Tran Luu Quang, Secretary of the Party Central Committee, to hold the position of Secretary of the Ho Chi Minh City Party Committee; comrades holding the position of Deputy Secretaries of the City Party Committee include: Nguyen Van Duoc, member of the Party Central Committee, Chairman of the City People's Committee; Vo Van Minh, Chairman of the City People's Council; Nguyen Phuoc Loc, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City; Dang Minh Thong; Van Thi Bach Tuyet, Head of the City Party Committee's Organization Committee.
The Politburo decided that comrade Le Quoc Phong, member of the Party Central Committee, Secretary of the Dong Thap Provincial Party Committee, ceased to participate in the Party Executive Committee, the Provincial Party Standing Committee, ceased to hold the position of Secretary of the Dong Thap Provincial Party Committee for the 2025-2030 term and other positions according to the structure; transferred, assigned, and appointed to participate in the City Party Executive Committee, the City Party Standing Committee, and hold the position of Permanent Deputy Secretary of the Ho Chi Minh City Party Committee for the 2025-2030 term.
