Continuing to affirm and elevate the leading role of the Party – the decisive factor in all victories of the Vietnamese revolution – in the new era, the draft documents submitted to the 14th National Congress of the Communist Party of Vietnam have shown many new points and important issues. In particular, the draft Political Report submitted to the 14th National Congress of the Communist Party of Vietnam states: " Strengthening building, rectifying, and self-renewing so that our Party truly embodies morality and civilization ." This is a new content; for the first time, the principle of "building a civilized Party" has been identified as a strategic task, with a systematic and specific nature, in the Party Congress documents.

This policy aims to directly address current shortcomings in Party building. Because, alongside achievements and results, the Party still has limitations and weaknesses that are incompatible with a civilized political party. Therefore, the need for a strong renewal of leadership methods, enhancement of leadership capacity, governance, and the fighting strength of the Party, ensuring that the Party is the "great helmsman" leading our nation forward, has become an urgent and vital issue.
This was clearly stated by General Secretary To Lam when discussing the topic "The New Era - The Era of National Advancement" with trainees who are cadres being considered for membership in the 14th Central Committee of the Party at the Ho Chi Minh National Political Academy on October 31, 2024. In this discussion, improving the Party's leadership methods is the first of seven strategic directions affirmed by the General Secretary, aiming to lead the country into a new era.
To improve the Party's leadership methods, according to the General Secretary, it is necessary to focus on implementing several strategic solutions: strictly adhering to the Party's leadership and governance methods, absolutely preventing any instances of excuses, substitutions, or laxity in the Party's leadership; streamlining the Party's apparatus and organization, ensuring that Party agencies truly serve as the intellectual core, the "General Staff," and the vanguard leading state agencies; and strongly reforming the issuance, dissemination, and implementation of Party resolutions; building grassroots Party organizations and Party members who are truly "cells" of the Party. Furthermore, in the context of international integration and the current Fourth Industrial Revolution, it is necessary to innovate inspection and supervision work; and promote the application of information technology and digital transformation in the Party's activities.
The history of the Vietnamese revolution shows that, under the brilliant and wise leadership of the Party, which awakened the spirit of self-reliance, self-determination, self-confidence, self-strength, and national pride, mobilizing the strength of the entire people combined with the strength of the times, the Vietnamese revolutionary ship achieved miracles – miracles of a semi-feudal colonial democratic country being able to defeat two powerful colonial empires; miracles of a country that, from being surrounded and embargoed, successfully implemented the Doi Moi (Renovation) process with great achievements... Currently, after 40 years of Doi Moi, under the leadership of the Party, Vietnam has achieved great achievements of historical significance, accumulating strength and momentum for breakthrough development in the next stage.
As General Secretary To Lam affirmed, "this is the moment when all advantages and strengths converge to lead the country into a new era, an era of national progress following the era of independence, freedom, socialist construction, and the era of reform."
For nearly 96 years of revolutionary leadership, our Party has continuously sought, developed, supplemented, and perfected its leadership methods, enhancing its leadership capacity and governing ability. This is a key factor ensuring that the Party remains clean, strong, and capable of steering the revolutionary ship through all obstacles, achieving one victory after another.
Practical experience over the past nearly 96 years has also shown that a communist party can only successfully lead a revolution when it is a civilized, clean, strong, transparent, democratic, and pioneering party; possesses scientific and modern thinking; has democratic and effective leadership methods; is capable of self-renewal and adaptation to the changes of the times; and enjoys the trust and support of the people.
President Ho Chi Minh affirmed, "Our Party is moral and civilized." According to him, the Party must represent the intellect, conscience, and honor of the nation to be worthy of leadership. Therefore, the policy of "building a civilized Party," first expressed in the Party's 14th Congress documents, is a further step in profoundly realizing Ho Chi Minh's thought on Party building, making our Party truly "moral and civilized."
"Building a civilized Party" also means inheriting and promoting the fine cultural values of the nation, creating a strong bond between the Party and the people and the nation. From the theory of Party building, it is also shown that the two elements of "morality" and "civilization" of the Party are not separate but organically linked and complement each other.
In preparation for entering a new era of development for the Vietnamese revolution, aiming to realize the two "centenary" goals, the Party must continue to innovate its thinking and leadership methods to adapt to the rapid changes of the times. "A civilized Party will lead the country to develop and catch up with the world. A civilized Party contributes to enhancing the prestige and leadership capacity of the Party, helping to strengthen the people's trust in the Party," emphasized Nguyen Van Nen, Member of the Politburo and Standing Member of the Subcommittee on Documents for the 14th National Congress, in an interview with the press ahead of the 14th National Congress.
