Since 2021, the Provincial People's Committee has issued a plan to implement the National Action Program for Children for the period 2021-2030. The goal of the program is to ensure that children live safely, healthily, study and maximize their potential. This is an important premise in building high-quality human resources to serve the sustainable development strategy.
Every year, the total budget for the children sector reaches more than 80 billion VND, including from the state budget and socialized sources. From this source, many practical programs have been implemented synchronously. The whole province has had more than 520,000 children examined and treated with health insurance. The expanded immunization program and campaign immunization have also been organized effectively, with over 90% of children of the right age being fully vaccinated. In particular, thanks to the province's special policy, 72 children in difficult circumstances have been supported with high-cost medical examination and treatment with a total budget of 427 million VND.
Along with health care, child protection has also seen many positive changes. The provincial Social Work Center has effectively maintained the “Sunshine House” model, which supports women and girls who have suffered from gender-based violence through counseling services, safe shelters, psychotherapy and reintegration support. The center also operates a toll-free hotline 18001769, connected to the national hotline 111, to provide advice and answer all issues related to children.
Not only that, the center also maintains free screening, assessment and therapy activities for autistic children and children with mental disorders. Since 2012, 50 children have received regular therapy. These efforts have made an important contribution to helping disadvantaged children overcome psychological barriers and integrate into society.
A bright spot in supporting disadvantaged children is the “Godmother” program implemented by the VFF at all levels. From 2022 to present, the program has sponsored 720 orphans and children in special circumstances with a total budget of more than 5 billion VND. Not only providing material support, the program also brings comfort and spiritual companionship, helping children have a solid foundation in life.
In border and island areas, the provincial Border Guard has also become a solid support for children through the models: "Helping children go to school", "Adopted children of border guards"... Currently, 87 poor students are sponsored with a support level of 500,000 VND/month. Thanks to this companionship, many children have overcome difficulties, excelled in their studies and passed university entrance exams.
The province also pays attention to implementing educational , cultural, recreational and entertainment goals for children, with many practical solutions. Currently, the whole province has 99.9% of 5-year-old children attending kindergarten, 98% of children completing primary school, and 3,155 disabled children receiving integrated education.
Faced with the impact of natural disasters such as storm No. 3 in 2024, the province promptly supported tuition fees for preschool children and primary school students, both in public and private schools. At the same time, resolutions to support education with a total budget of VND 101 billion were implemented, creating favorable conditions for 240,400 children to access full, safe and effective education.
It can be affirmed that the results achieved in the work of caring for, protecting and educating children in the province not only demonstrate the deep concern of the authorities at all levels but also show the solidarity of the whole society for a future generation of comprehensive development.
