Training high quality human resources to meet development requirements

The formation of the new Dong Nai province is a strategic turning point requiring a large number of skilled and qualified human resources.

This is an opportunity for universities and colleges in the province to position their roles, expand their scale, update their professions and participate more deeply in the human resource training value chain not only for the province but also for the whole country.

Investing in developing key industries

Currently, Binh Phuoc province has no university (only a branch of Ho Chi Minh City University of Technical Education). Therefore, Dong Nai University is still the only public university in Dong Nai province (new). This gives the school an important role in training high-quality human resources for the province.

Principal of Dong Nai University Le Anh Duc said: “The important thing is to mobilize businesses and schools to participate in supporting training; lecturers to serve students well; apply technology to improve teaching methods, testing, evaluation and even administrative procedures...”.

Dong Nai University has a plan to expand its training programs. However, according to Mr. Duc, this requires many conditions, in which the staff and lecturers are decisive. According to the planning of Dong Nai province (old) and Binh Phuoc province, by 2030, the rate of trained workers with degrees and certificates will reach 40% (currently only reaching more than 21%). To achieve this goal, the enrollment scale of colleges and universities must increase 5 times compared to the present. To do so, only by ensuring the quality of each school can the training scale be increased, meeting the development requirements of the province in the new period.

According to the Principal of Binh Phuoc College, Ha Van Kien, the school has identified four key key industries in the period of 2025-2030. Specifically, the Engineering Technology - Mechanics - Automobiles - Automation industry group aims to serve the production - logistics chain in large industrial parks such as Chon Thanh, Bien Hoa, Long Thanh; the Information Technology - Digital Transformation industry group aims to meet the needs of digitalizing government, businesses, and smart cities; the Medical - Pharmaceutical - Community Care industry group aims to adapt to urbanization and population aging, training nurses, midwives, and medical technicians; the Technical - Business - Logistics service industry group aims to support small and medium-sized enterprises, supply chains, and logistics services in the expanded economic zone.

In addition, Binh Phuoc College also determined to develop more breakthrough majors such as: renewable energy engineering, refrigeration engineering, mold manufacturing, business English, Japanese, Korean to support international integration. "The long-term orientation of the school is to develop a regionalized - stratified training model: in the center, high-tech training is provided; in the border areas, basic vocational training, logistics, suitable for the transit terrain and labor characteristics of each region" - Mr. Kien said.

Meanwhile, according to Vice President of Lac Hong University Nguyen Vu Quynh, in order to meet the socio-economic development requirements of Dong Nai province (new), the university focuses on investing in three key sectors: technology - engineering; logistics - e-commerce; economics - administration - language - law. These key investment sectors not only serve immediate needs but also create a foundation for developing high-quality human resources, contributing to the implementation of a sustainable growth strategy for Dong Nai province (new) in the long term.

Proposal to establish the Union of Vocational Education and Applied Universities

In order to effectively train high-quality human resources to meet the development needs of Dong Nai province (new), leaders of universities and colleges all believe that it is necessary to form alliances and link schools together. The principal of Binh Phuoc College proposed the establishment of an Alliance for Vocational Education and Applied Universities, operating in the spirit of sharing - role-sharing - sustainable development.

Mr. Kien analyzed that the activities of this alliance will follow the main directions: dividing the industry according to the strengths of each school, creating specialized training clusters, avoiding duplication, increasing investment efficiency; sharing resources (facilities, lecturers, learning modules, digital systems, digital libraries); organizing regional linkage programs (creating continuous and flexible learning corridors, helping students study locally but receive degrees and skills that meet international standards). Along with that, the alliance will promote research cooperation, innovation, and technology transfer by organizing applied research centers, startup incubators, and business project-based learning programs.

Mr. Kien said: “I hope that the People's Committee of Dong Nai province (new) will develop a separate policy for the development of highly skilled human resources, integrated into the regional development strategy - from industry, trade, health, agriculture to logistics infrastructure. When vocational education is put in the right place, we will create a “digital pedestal, a real production pedestal” for the sustainable development of the province.”

Agreeing with the above viewpoint, Mr. Nguyen Vu Quynh said that it is necessary to establish a local School - Institute - Enterprise Alliance and at the same time propose to establish a joint Research - Application Linkage Center for the province. This approach will help improve training quality; create high-quality teaching programs, continuous linkage between schools - enterprises - international; help schools save costs, share equipment, human resources, and learning materials. The above approaches will enhance prestige, helping Dong Nai become a bright spot in the Southeast with connected education - training, with a clear brand.

In order to train high-quality human resources in the context of globalization, international cooperation is inevitable. This is also the work that colleges and universities in Dong Nai province (new) are promoting. Among them, the most prominent is Lac Hong University. Accordingly, this school has established a strategic cooperation with Arizona State University (ASU - USA) to internationalize the training program, transfer technology, improve teaching skills and create internship and job opportunities for students in global technology corporations, especially in the semiconductor field.

Lilama 2 International College of Technology and College of Mechanics and Irrigation have advantages in vocational training cooperation according to German standards. Dong Nai University, Dong Nai High Technology College, Dong Nai Technical College also implement many international cooperation programs with Japan, Korea, etc.

Binh Phuoc College has also been gradually internationalizing in the direction of approaching standards - combining practice - project-based learning. Principal of Binh Phuoc College Ha Van Kien said: “To promote international integration, we wish to invest in upgrading Chon Thanh Campus into an International Training Center, following the German dual training model. Connect with international organizations for in-depth cooperation. At the same time, we also hope that the (new) Dong Nai province will have a flexible mechanism for us to receive international experts, implement bilingual teaching programs, and learn according to global practical projects”.
