Fight against the wrong and distorted views of hostile forces

Over the past years, the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints has achieved many important achievements, contributing to maintaining, supplementing and developing the Party's ideological foundation, preventing and repelling the sabotage plots and tricks of hostile and reactionary forces, maintaining political security, social order and safety, and constantly consolidating and enhancing people's trust in the Party, the State and the socialist regime.

Carrying out the renovation process, our country has achieved great achievements of historical significance, developing more strongly and comprehensively than in the years before the renovation. As General Secretary Nguyen Phu Trong affirmed: "With all modesty, we can still say that: "Our country has never had such a foundation, potential, position and international prestige as today" . In particular, after the Resolution No. 35-NQ/TW dated October 22, 2018 of the Politburo on "Strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation" , this work has been deployed increasingly methodically, uniformly, synchronously, comprehensively, resolutely, and in depth.

In particular, thanks to the sharp and correct leadership of the Party, the drastic and timely direction and management of the Government, the synchronous and active participation of the entire political system; the consensus, response and strong support of the people of the whole country and our compatriots abroad, we have overcome and overcome great difficulties and negative impacts caused by consecutive epidemics, natural disasters, storms, floods and droughts. That is a very vivid proof, affirming the superiority of our regime, the tradition of solidarity, patriotism, humanity and the indomitable will of our people; the more difficult and challenging, the more that tradition and will are multiplied, becoming a great resource and driving force that no force can stop, to build our Party stronger and stronger, our country continues to progress, our nation develops prosperously and lasts forever.

However, the more our country achieves great development achievements, the more hostile and reactionary forces are viciously seeking ways to sabotage us. Taking advantage of the complicated, rapid, and unpredictable international situation, the domestic situation still facing many difficulties and challenges, and the comprehensive national renovation process going into depth, posing new theoretical and practical issues that have never been seen before, hostile and reactionary forces and political opportunists are intensifying their sabotage against us.

They have changed their methods and tricks to sabotage, propagate, distort, and deny the Party's ideological and theoretical foundations in a more sophisticated and cunning manner. Their activities are sometimes quiet and hidden, sometimes open and blatant; they often focus on the time of domestic political events, important foreign affairs events of our Party and State, or when complicated and sensitive incidents and cases occur.

The dangerous nature of these methods and tricks is that they create false, ambiguous, skeptical, bewildered, wavering perceptions, causing "self-evolution" and "self-transformation" within the Party, shaking the confidence of cadres, Party members and people in the leadership role of the Party and the management of the State, creating a mentality of resentment and opposition in society. Hostile and reactionary forces have never given up their intention to sabotage the ideological foundation of our Party, always calculating to create an "ideological and theoretical gap" in the political and social life of our country, with the fundamental, long-term and very sinister plot of turning the development trajectory of our country away from socialism.

Hostile, reactionary forces and political opportunists take full advantage of the internet, social networks (Zalo, Facebook, TikTok, etc.), and new forms of media to conduct propaganda; praise and encourage each other in a "scripted battle" that plays on the awareness and psychology of the "crowd" in the style of "slow and steady wins the race" and "many small things make a storm". They make the most of the radio, press, and publishing systems abroad, Facebook and YouTube channels, etc. to spread bad and toxic information in the form of "real as fake", "fake as real". They create video clips and reports with interfaces similar to those of Vietnam Television, News Television, and some mainstream newspapers and radio stations to report news. Their trick is to use sensational headlines and "attract views" to appeal to the curiosity of many people.

During the period of Party Congresses at all levels (2020, 2021), hostile and reactionary forces and political opportunists have intensified their efforts to manipulate, distort information, misrepresent and sabotage the Party's viewpoints and policies, and the State's policies and laws. In particular, on the eve of the 13th National Party Congress, they focused on attacking the draft documents submitted to the Congress, distorting that these documents are still "rewritten old books", "copied in the old way", containing nothing new, not knowing how to absorb the quintessence of humanity; the socio-economic development goals set forth by our Party in the draft documents are "impossible", "have no basis for implementation"... Along with that, they attacked the Party's cadres and cadre work, especially strategic-level leaders; continuously spreading fake news about the background, career, assets, and "misconduct" of high-ranking leaders; Distorting the Central Committee's personnel work, anti-corruption work, etc. with the aim of causing political and social instability, causing significant difficulties and challenges to the work of protecting the ideological foundation of our Party, and fighting against erroneous and hostile viewpoints in the new situation.

Identify to fight

Clearly identify the plots, tricks, wrong views, and distortions of hostile and reactionary forces attacking the ideological foundation, policies, and guidelines of the Party and the policies and laws of the State. It can be said that grasping the plots, tricks, methods, and forms of sabotage of hostile and reactionary forces and political opportunists is the first task to clearly identify these subjects, especially when they are hidden enemies, political opportunists, taking advantage of democracy, freedom of speech, and freedom of the press, so that we can have appropriate countermeasures and methods of struggle, achieving high efficiency.

Firstly , hostile and reactionary forces directly attack the Party's ideological foundation in order to reject and deny Marxism-Leninism, Ho Chi Minh Thought, the Party's system of viewpoints and guidelines. Their new trick is to switch from smearing with the argument of "importing foreign" and "importing theories" to swapping and replacing concepts, exaggerating the so-called "new development theory", opposing Marxism with Leninism, calling for the use of "Ho Chi Minh Theory" to replace Marxism-Leninism, deliberately ignoring the obvious and clear fact that Ho Chi Minh Thought is the creative application and development of Marxism-Leninism in the concrete reality of Vietnam. They cite the viewpoints of Marxism-Leninism and Ho Chi Minh Thought in a truncated and half-hearted way, interweaving and setting traps with pseudo-Marxist viewpoints, causing readers to lose their direction, become confused, and be unable to distinguish right from wrong. They spread the word that the Vietnamese Party and State, our theorists and scientists have mistranslated and misunderstood the viewpoints of Marx and Engels; at the same time, they reinterpreted them in a distorted and distorted way, aiming to confuse, waver and weaken the faith of cadres, party members and people in the leadership of the Party, in socialism and the path to socialism in our country. Along with direct attacks on Marxism-Leninism and Ho Chi Minh Thought, they also stepped up propaganda and encouraged the import of extremist ideological trends, populism, pragmatism and extreme nationalism from outside, combined with inciting individualism, opportunism, factionalism and hedonism from within, aiming to promote “self-evolution” and “self-transformation” in the political and social system.

Second , hostile and reactionary forces deny and belittle the leadership role of the Party and the socialist political system with distorted arguments such as: The Party considers itself above all; the ruling Party is illegitimate, no longer carrying the revolutionary nature of the working class, the working people and the nation. They distort historical events of the Vietnamese revolution; advocate the "depoliticization" of the armed forces, demanding the abandonment of the Party's leadership over the armed forces; deny the socialist-oriented market economy, demanding the separation and opposition of "market economy" with "socialist orientation". They also claim that the current regime has "systemic errors", demanding the reform of the political system towards pluralism, multi-party, implementing "separation of three powers", developing "civil society" according to Western criteria, with the plot of nothing other than to sabotage the leadership of the Party, the management of the State and the cause of innovation of our people.

Third , hostile and reactionary forces distort the situation of the country, spread the so-called "comprehensive crisis", "dangerous situation", deepen social, religious, ethnic, human rights, land, Covid-19 epidemic issues... to break the great national unity bloc. The tricks they often use are: Inciting land demands, unreasonable demands for places of worship, demands for illegal religious practices; inciting parishioners and ethnic minorities to gather and protest. They incite and "breathe life" into those who, in the name of "patriotism", protest and disrupt public order and security. In particular, in recent times, opposing subjects have thoroughly exploited complex and sensitive cases to incite, distort, accuse, and slander the Party and State of weakness, attack judicial agencies, and incite "civil disobedience" in society.

Fourth , taking advantage of information about the country's shortcomings and shortcomings, hostile and reactionary forces exploit weaknesses in the performance of public duties of some agencies, leaders and managers, with the aim of dividing the Party and the State from the people, plotting to isolate and separate Party organizations and Party members from the masses, and creating thoughts and psychology of suspicion, narrow-mindedness, wrongdoing, opposition, violence and riots in the community and society. They fabricate, embellish, exaggerate, and attribute individual manifestations and shortcomings of some Party organizations and individual Party members to the nature of the ruling Party, thereby inciting opposition between the Party and the people, creating distance, resentment, hatred, and eliminating Party officials and members.

Fifth , hostile and reactionary forces have been connecting and infiltrating our internal affairs, seeking to divide the organization, in order to raise a "flag" to gather forces. They are constantly looking for degenerate and corrupt elements in the ranks of cadres and party members, especially those who are dissatisfied, political opportunists, and show signs of "self-evolution" and "self-transformation" to spread reactionary ideas and sabotage the Party and the State. To increase the spread and reliability of information, they pay attention to gathering and luring "shocking" opinions and statements that are contrary to the Party's guidelines and viewpoints and the State's policies and laws from "populist" subjects, creating so-called portraits of "patriotic intellectuals", "people's cadres"... in order to directly propagate hostile and erroneous views and ideologies.

Sixth , hostile and reactionary forces sabotage our Party's foreign policy of independence, self-reliance, diversification and multilateralization in international integration with tricks such as "exiting" this country, allying with that country, and promoting separatism. Notably, these subjects thoroughly exploit the issue of sovereignty over seas and islands to spread false information, undermining people's trust in the determination of our Party and State to protect the sovereignty over seas and islands. They organize and disseminate "open letters", "declarations", and "petitions" to attract and incite our compatriots at home and abroad; call on governments of other countries and international organizations to intervene in internal affairs, and put pressure on Vietnam on issues of democracy and human rights.

Propose some solutions

The above plots and tricks can be identified, but to create effective fighting power, there always needs to be clarity and unity of thought and action within the entire Party, the fighting spirit of each Party member, and the understanding and support of the masses. In the coming time, to strengthen the protection of the Party's ideological foundation, continue to fight effectively, and defeat all plots, tricks, and sabotage activities of hostile and reactionary forces in the ideological and theoretical fields, we need to focus on implementing well the following solutions:

Firstly , thoroughly grasp the importance of protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints, continuing to resolutely and persistently effectively implement the main tasks and solutions set forth in Resolution No. 35-NQ/TW of the Politburo, clearly realizing that this is a political task that is both urgent, regular and long-term, not only the work of Party and State agencies but also of the entire political system, and the responsibility of all cadres, Party members and people. Firmly affirm the principled viewpoints of our Party, which are vital to our survival, which are: Firmly and creatively applying and developing Marxism-Leninism and Ho Chi Minh Thought; firmly upholding the goal of national independence and socialism; firmly upholding the Party's renewal policy; firmly upholding the principles of Party building to firmly build and defend the Socialist Republic of Vietnam.

Second , pay special attention to the harmonious combination of "building" and "fighting", in which "building" is fundamental, "fighting" must be resolute and effective. Diversify the content, methods and forms of protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints at many levels, suitable for each subject, each field and each class of people. Along with clearly identifying bad, toxic and distorted information, it is necessary to combine direct and indirect fighting to refute erroneous and hostile viewpoints on mass media and social networks according to a tight scenario, organizing a unified, diverse and widespread communication campaign with the synchronous coordination of many forces to increase effectiveness and spread. Strengthen state management of communications and press, especially information management on the internet and social networks. Urgently complete legal regulations on managing activities in cyberspace, creating a basis for warning, deterring and handling violations.

Third , strengthen technological and technical solutions to detect early and prevent at the "root" the spread of erroneous and hostile thoughts and viewpoints, and block harmful websites. At the same time, build new websites and newspapers with content about our struggle that closely follows reality, widely propagate with sharp, "firm" and convincing arguments about the country's development achievements, building and defending the Fatherland, the political, economic and social orientations and tasks of the country and localities, with the motto of "using beauty to eliminate ugliness", gradually gaining the initiative and mastering the offensive position of ideological and theoretical information on the internet. Cadres and party members must truly set a good example, be diligent, frugal, honest, impartial and selfless, putting national interests first and foremost. To fight, we must first stay away from temptations, bad habits, and vices, build a pure public service ethic, wholeheartedly serve the Fatherland and the people, and persistently promote studying and following Ho Chi Minh's ideology, morality, and style.

Fourth , promote research to shape and establish a system of arguments and counter-arguments to refute erroneous and hostile viewpoints; pay attention to identifying issues that hostile forces focus on to sabotage in order to build convincing scientific arguments, serve and directly fight against. Focus on protecting and disseminating new contents, visions, orientations, key tasks, and strategic breakthroughs in the Resolution of the 13th National Party Congress, creating consensus among cadres, party members, and people. Strengthen the summary of practices, supplement, develop, and perfect the theoretical system; In particular, focusing on supplementing and creatively developing Marxism-Leninism, Ho Chi Minh Thought and new theoretical issues on: Socialism and the path to socialism in our country, socialist-oriented market economy, building the Party, State and political system, national defense and security in the new situation... Researching from an objective and scientific perspective new and progressive thoughts, doctrines and theories to filter and absorb the cultural quintessence of humanity. At the same time, deeply researching international issues and "shocking" events in the world, to "open the eyes" of hostile and reactionary forces - those who often cite external issues in a distorted and lame way to defame, criticize and distort the domestic situation.

Fifth , closely link the requirement to protect the Party's ideological foundation, fight against wrong and hostile views on the training, fostering and education of cadres, party members, trainees and students, with the work of organizing, cadres, internal protection, building party organizations and building clean and strong units. In particular, promote widespread propaganda among the people, especially the youth, about national history, revolutionary history and Party history, thereby forming a revolutionary outlook on life, improving political mettle, the ability to distinguish right from wrong, and the ability to be immune to bad and toxic information. Continue to develop a team of specialized cadres doing ideological and theoretical work with mettle, intelligence, capacity, methods and skills to meet the requirements and tasks in the new situation. Focus on training and fostering to build a team of leading experts, enthusiastic and with high theoretical knowledge; build a team of successor cadres and young cadres. Create a favorable environment and ensure working conditions for talented people to concentrate and make efforts to contribute to the work of protecting the Party's ideological foundation. Actively seek and replicate good models, innovative, creative and effective ways of doing things, good people, good deeds, and advanced examples; share experiences in propaganda and struggle; reward individuals with outstanding achievements in protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints.
