Promote reform and control of tax administration procedures

With the goal of cutting at least 30% of administrative procedures and minimizing administrative procedure compliance costs, the Tax Department has requested tax authorities at all levels to urgently review and evaluate all tax administrative procedures within the scope of monitoring and management.

With the goal of continuing to promote tax administrative reform, ensuring effective implementation of the State administrative reform master program and the Ministry of Finance 's administrative reform plan, the Tax Department has issued the 2025 administrative reform plan for the entire tax sector with 7 key task groups, 72 detailed tasks with specific deadlines.

At the same time, it is necessary to develop an action plan to implement Resolution No. 02/NQ-CP of the Government on continuing to carry out key tasks and solutions to improve the business environment and enhance national competitiveness by 2025 (Decision No. 121/QD-TCT dated February 5, 2025).

To meet the new organizational model, the Tax Department has issued a plan for administrative reform of the Tax Department with the main orientations of: simplifying tax administrative processes and procedures, from registration, declaration, payment, tax refund to tax exemption, reduction and implementation of electronic tax transactions; ensuring publicity and transparency in tax management, based on the risk management platform; enhancing the proactive role of tax authorities in tax debt collection; organizing a streamlined, effective and efficient apparatus at all tax levels.

Implementing the direction of the Prime Minister ; the direction of the Minister of Finance on the application of information technology, development of e-Government, digital transformation, with the goal of cutting at least 30% of administrative procedures, minimizing the cost of compliance with administrative procedures, the Tax Department has requested tax authorities at all levels to urgently review and evaluate all tax administrative procedures under their monitoring and management scope. From there, specific reduction plans are proposed, especially focusing on cutting unnecessary procedures, similar in nature, not bringing benefits to taxpayers; minimizing the need for taxpayers to declare information multiple times.

The sector has organized to collect opinions on the plan to reduce and simplify tax administrative procedures with the participation of inter-sectoral units such as: Ministry of Justice, Government Office, Private Economic Research and Development Board, VCCI, Business Association, Tax Consulting Association. At the same time, coordinate with the Office of the Ministry of Finance to organize professional training for units of the Tax Department on instructions for calculating compliance costs of administrative procedures and the contents of reviewing, statistics, reducing, and announcing administrative procedures as required.

In order to promptly implement Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government on implementing administrative procedures under the one-stop mechanism, one-stop connection at the one-stop department and the National Public Service Portal, which will take effect from July 1, 2025, the Tax Department has requested local tax agencies to promptly disseminate the contents of Decree 118 to all relevant civil servants, regulations on receiving and returning results of administrative procedure settlement within the scope of management. Especially the new contents compared to the process of receiving and settling administrative procedures currently implemented by tax agencies (from July 1, 2025, the reception of administrative procedure dossiers will be carried out at the Public Administration Service Centers at the provincial and commune levels; the reception of administrative procedures does not depend on administrative boundaries...).

Regarding the results of providing online public services, currently, the Tax Administrative Procedures Set has 218 procedures, including: 134 full-process online public services; 1 partial public service; 83 public services providing online information. The total number of administrative procedures integrated into the National Public Service Portal is 105 administrative procedures. The number of records and results of handling digitized administrative procedures updated to the National Public Service Portal is nearly 15.2 million records.

Regarding administrative procedure control, from the beginning of 2025, the Tax Department has developed a plan to implement the task of controlling administrative procedures in 2025 with 16 groups of tasks. To meet the new organizational model, the Tax Department has issued a Plan to implement the task of controlling administrative procedures in 2025 to strictly control the issuance of administrative procedures, reform administrative procedures in a substantive and effective manner, associated with digital transformation, taking people and businesses as the center of service.

To date, the total number of administrative procedures in the tax sector is 218. Based on the decision to announce administrative procedures, the Tax sector publicly discloses and promptly updates them on the National Public Service Portal and the websites of tax agencies at all levels. At the same time, publicly post them at the headquarters of the agency receiving and implementing administrative procedures in accordance with regulations.

Implementing the Tax System Reform Strategy to 2030, the Tax Department has developed a plan to implement the Tax Management Reform Strategy 2025 with 11 key content groups. Carrying out the work of innovating and rearranging the organizational apparatus of the political system to avoid interruption in the organization and implementation of programs, plans and tasks, the Tax Department has completed the steering committee to implement the Strategy. At the same time, the organization reviewed and re-evaluated the system of indicators to evaluate the effectiveness of tax management activities to ensure consistency with the organizational structure after the rearrangement and the new tax management model.

At the same time, the Tax Department continues to monitor the activities of the Steering Committee at local tax agencies, guide and support units in organizing the implementation of the Tax System Reform Strategy to 2030. The goal is to ensure consistency in direction and administration, improve the quality of implementation from the department to the branch level, and create positive and synchronous changes in the entire Tax system.

In the last months of 2025, the Tax Department will focus on completing a number of key projects: developing the Law on Tax Administration (amended) and documents guiding its implementation; reviewing and perfecting tax laws and policies to develop the private economy, including developing an action plan for implementation, coordinating with relevant units to promptly and fully institutionalize policies and guidelines.

In addition, the industry continues to closely monitor the actual situation to study and propose to competent authorities solutions to complete and synchronize the tax policy system in accordance with the standards of the tax system according to international practices towards a synchronous tax system with a sustainable structure, ensuring the reasonable mobilization of resources for the state budget, at the same time, contributing to creating a favorable and fair investment and business environment, encouraging investment, promoting competition, regulating income reasonably, in line with the integration and development process of the economy. Regularly review the shortcomings and overlaps in tax laws, business processes, and administrative procedures to advise on timely amendments and supplements. Review all official documents guiding tax policies and tax management issued during the year to ensure that the guidance is specific and consistent.

Research and review requirements related to redesigning business processes towards simplicity and automation in line with the long-term orientation of digital transformation, optimizing the efficiency of use and sharing of information and data, in line with the roadmap for developing current legal documents, management practices and requirements for organizational arrangement. Research on proposing a model of tax management business processes by subject combining functions associated with the requirements of restructuring the information technology system. There is synchronization and close connection between stages in the process and between processes with each other, taking data and information connection as the center, optimizing the efficiency of use and sharing of information and data .
