The general objective is to promote universaleducation , compulsory education, illiteracy eradication for adults and student streaming in general education; maintain and promote the results of universal preschool education for 5-year-old children and move towards universal preschool education for 3-4 year-old kindergarten children. At the same time, maintain and improve the quality of universal primary education, universal lower secondary education and illiteracy eradication; implement student streaming after lower secondary and high school; improve the quality of preschool education, general education and vocational education, meet the requirements of fundamental and comprehensive innovation in education and training, contribute to improving people's knowledge, training human resources to serve the cause of industrialization and modernization, meet the requirements of fundamental and comprehensive innovation in education and training in the current period.

In order to improve the quality of universal education, eliminate illiteracy for adults and promote student streaming in general education, the Provincial People's Committee requests provincial departments, branches, agencies, units and People's Committees of districts and cities to develop specific programs, projects and action plans to effectively overcome limitations in universal education, compulsory education, eliminate illiteracy for adults and student streaming in general education with specific goals, clearly define work content and assign specific responsibilities to levels, branches, agencies and units in leading, directing and organizing the implementation of universal education, compulsory education, eliminate illiteracy for adults and promote student streaming in general education in each locality and unit.

Regarding universal preschool education for 5-year-old children and universal preschool education for preschool children from 3 to 4 years old, by 2030, strive to: 100% of communes, wards, towns and 100% of districts and cities firmly maintain the standard of universal preschool education for 5-year-old children.

For universal secondary education: 100% of youth and adolescents aged 15 to 18 have a secondary school diploma; 98% of youth and adolescents aged 15 to 18 are studying general education, continuing education, and vocational education; 100% of communes, wards, and towns meet the standards for universal secondary education level 3; 100% of districts and cities meet the standards for universal secondary education level 3; Tuyen Quang province meets the standards for universal secondary education level 3.

For illiteracy eradication: 100% of people aged 15 to 35 are literate in phase 2; over 99.5% of people aged 15 to 60 are literate in phase 1 and over 98% of people are literate in phase 2; 100% of communes, wards and towns maintain level 2 literacy standards; 100% of districts and cities maintain level 2 literacy standards; Tuyen Quang province firmly maintains level 2 literacy standards.

Regarding the team of managers and teachers: 100% of the team of managers and teachers meet the training standards or higher according to the 2019 Education Law; regularly train, foster and self-study to improve professional capacity, meeting the requirements of educational and training innovation.

Regarding student streaming in general education: Attract at least 35% of junior high school graduates to participate in elementary and intermediate vocational training at vocational education institutions or Vocational Education - Continuing Education Centers that combine vocational training with cultural studies in the general education program at high school level. At least 40% of high school graduates continue to study at college and university levels.

At the same time, implementing key tasks and solutions include: Strengthening the leadership, direction and management of local authorities; Promoting information and propaganda work; Innovating the training and fostering of teachers and educational managers to meet the requirements of educational and training innovation; Implementing well the policy of salary policy innovation; Enhancing the role and responsibility of state management; Consolidating the results of universal education at all levels; Promoting the work of student streaming after lower secondary school; Continuing to improve the network of schools, classes, facilities and teaching equipment; Promoting the application of information technology in learning; Implementing well the policy of socialization, building a learning society, creating favorable conditions for everyone to learn throughout life.

The Provincial People's Committee assigns the Department of Education and Training to preside over, coordinate with relevant departments, branches, sectors and units and organize the implementation to ensure the quality and effectiveness of the tasks and solutions of the Plan; direct and guide educational institutions to seriously and effectively implement the Plan, ensuring that the set goals are achieved by 2030; monitor, guide, urge and inspect the implementation of the Plan and periodically summarize the implementation results and report to the Ministry of Education and Training and the Provincial People's Committee according to regulations.
