In 2024, Quang Tri province set a target of achieving a total retail sales volume of goods and consumer services of 34 trillion VND. To achieve this goal, in addition to the efforts of departments, agencies, and localities in implementing solutions to promote trade and services, businesses and retail units in the province are also accelerating consumer demand stimulation activities and boosting promotional programs to sell their products.

During the first nine months of 2024, trade and service activities showed positive developments. In particular, entering the third quarter of 2024, many trade networking programs were organized; and businesses actively implemented promotional programs to stimulate consumer demand.
Total retail sales of goods and consumer service revenue showed signs of improvement compared to the early months of the year. Trade and service activities were quite vibrant due to the continued economic recovery and increased consumer demand, especially in accommodation and food services.
Total retail sales of goods and services reached VND 26,144.255 billion, an increase of 12.93% compared to the same period last year and achieving 81.7% of the 2024 plan. Trade promotion activities and goods supply chain linkages were actively implemented, contributing to the development of trade and services.
Goods circulate smoothly within the province, with no shortages or price spikes. E-commerce activities have also been boosted. The development and application of new technologies in e-commerce, supporting the transformation process of businesses, has received significant attention.
Anticipating the "consumer surge" in the final months of the year, supermarkets, shopping malls, and retail businesses in the province have launched numerous consumer stimulus programs in various forms, such as deep discounts, gift giveaways, and lucky draws.
In Dong Ha City, Co.opmart and WinMart supermarkets are continuously implementing stimulus programs with various promotional forms such as direct discounts on products, gifts, buy one get one free..., focusing on items with high consumer demand during the year-end period, from food, confectionery, and beverages to cosmetics and personal care products.
In particular, Co.opmart Dong Ha supermarket is running a "10 Golden Days - Shop Till You Drop" program from November 21st to November 30th, 2024, with thousands of offers such as discounts of up to 50% on some items; fresh vegetables at a flat price of 10,000 VND; and the option to buy one product at a discounted price with a receipt of 300,000 VND or more...
Meanwhile, at WinMart supermarkets in the province, many items are currently discounted by 10-50%, especially fresh food, dry food, milk and dairy products...
From now until the end of the year, the chain of stores will continue to implement policies to stimulate domestic consumption, as well as trade promotion and advertising activities, contributing to maintaining production and business growth and increasing consumer purchasing power. In addition, the store system has planned to increase Tet holiday goods stock by about 20% compared to last year to meet market demand.
In the electronics, home appliance, clothing, footwear, and accessories sectors, electronics supermarkets and clothing stores are also heavily promoting attractive promotional programs to attract customers to shop.
According to staff at the Mediamart electronics store in Dong Ha City, the store is running a New Year promotion where the more you buy, the more you save, with discounts up to 50% on products such as washing machines, televisions, and refrigerators from November 18th to November 24th, along with gifts to attract customers.
At some traditional markets, many businesses also conduct mobile sales of items such as various types of milk, laundry detergent, cooking oil, etc., making it easier for people to access and purchase goods. Small traders at the markets also proactively reduce prices and profit margins to retain customers.
According to the Department of Industry and Trade's report, the consumer price index (CPI) in September 2024 increased by 0.37% compared to the previous month, by 3.76% compared to December 2023, and by 3.73% compared to the same period last year. The average CPI for the first nine months of 2024 increased by 4.1% compared to the same period last year.
In the first nine months of 2024, the Department of Industry and Trade advised the Provincial People's Committee to review and approve the budget for the 2024 Trade Promotion Program, which included seven projects from four leading units, with a total budget of 1,880 million VND.
Currently, the department is providing support for product traceability and assisting businesses in designing packaging and labels to improve products and meet the criteria of distributors. Simultaneously, it is implementing support programs for businesses to carry out policies on developing key crops and livestock in 2024.
The Department also chaired and coordinated surveys of several locations to implement the development of new sales points and modern retail models in the province, in order to implement the Memorandum of Understanding on cooperation in developing new sales points and consuming goods from Quang Tri province between the Quang Tri Department of Industry and Trade and the Ho Chi Minh City Union of Commercial Cooperatives.
Forecasts indicate a significant increase in consumer purchasing power between now and the Lunar New Year of 2025. To facilitate businesses in stimulating consumer demand, the Department of Industry and Trade will strengthen its oversight and streamline procedures to enable businesses and supermarkets to implement appropriate promotional programs; coordinate with relevant agencies to monitor supply and demand and prices of goods to stabilize the market; and resolutely handle cases of smuggling and commercial fraud.
The Department of Industry and Trade, in coordination with relevant units, will develop a plan and temporarily allocate funds for the stockpiling of goods to stabilize the market during the year-end and Lunar New Year (Tet) holiday of 2025, and submit it to the Provincial People's Committee for approval. Simultaneously, it will guide businesses in developing plans for stockpiling goods during Tet, ensuring an abundant supply of goods and preventing shortages and disruptions in the supply chain during the implementation of consumer demand stimulation measures.
It is known that many new policies aimed at supporting people and businesses have been issued and are being implemented, such as: a 2% reduction in value-added tax (from 10% to 8%) from July 1st to December 31st, 2024, for certain groups of goods and services; a 30% increase in the basic salary from July 1st, 2024; a national concentrated promotional program taking place from December 2nd to December 31st, 2024, nationwide... It is expected that the last months of the year will create confidence for consumers in the province to increase spending, thereby stimulating the retail market, supporting businesses to effectively exploit the domestic market, helping businesses recover production and business, and at the same time contributing to the effective implementation of the "Vietnamese people prioritize using Vietnamese goods" campaign.
