Cut down on paperwork
In early July, a representative of Ms. Hoang Thi Hop's family came to the Long Phuoc Ward Public Administration Service Center to announce the date of commencement of construction of a house on a plot of land in the Vietnam Housing Project (Tam Da Street, Long Phuoc Ward). After that, her family organized the commencement of the project without having to apply for any permits.
“The project is located in a planned area, so my family just built according to the design without any paperwork. I think that exempting construction permits for projects is very reasonable, creating convenience for the people,” Ms. Hoang Thi Hop shared.
Similarly, Mr. Tran Thang Long's family (Tan Hung ward) also sent a document to Tan Hung ward to notify about building a house in Tan Quy Dong settlement area, before starting construction.
Mr. Nguyen Duc Tri, Chairman of Tan Hung Ward People's Committee, said that the ward has 11 projects with detailed planning 1/500 or with architectural plans, which are exempt from construction permits. The ward has publicly posted information at the headquarters, neighborhood bulletin, ward radio and on social networks for people to know. Up to now, the ward has received 7 house construction notices from people.

Long Phuoc Ward also identified 5 land plots in the ward, with 1,140 plots of land (about 170 hectares) that are eligible for exemption from construction permits. Mr. Tran Duy Long, Vice Chairman of the Ward People's Committee and Director of the Long Phuoc Ward Public Administration Service Center, informed that in areas exempted from construction permits, people only need to notify the ward to be able to start construction.
Notification can be done by texting the ward's Zalo, via hotline, notifying the Public Administration Service Center or notifying through the neighborhood. Within 1-2 days of receiving the notification, officers will come to the site to check the boundaries and infrastructure in the area. The construction process is also monitored in 3 steps, from checking the underground system, the rough part to the finished part, to ensure urban order.
Normally, to be granted a construction permit, people must submit a set of documents including a construction permit application, a set of drawings and a land use right certificate, then submit it directly or online to the National Public Service Portal. According to regulations, within a maximum of 15 working days, people will receive a construction permit for individual housing and 20 working days for other projects, before construction can begin.
However, in areas exempted from construction permits, only a text message or notice to the neighborhood or ward People's Committee is needed to start construction. This brings great convenience to people in carrying out the necessary procedures to build a house.
Expanding exemptions and removing planning bottlenecks
In Ho Chi Minh City, many wards and communes have proactively promoted and announced specific areas exempted from construction permits. Binh Phu Ward is the first unit to announce 3 projects, including the An Duong Vuong market residential area, the 2.9ha resettlement area and the Rach Ruot Ngua residential area, with a total of 384 plots of land.
Tam Thang Ward also announced 3 areas exempted from construction permits, from the 33 plots of land in alley 53/30 Le Hong Phong Street to the Ngoc Tuoc 2 Hill Villa Area. Binh Trung Ward announced 6 projects eligible for exemption from construction permits for individual houses. In Tang Nhon Phu Ward, a project with an area of nearly 20 hectares with 140 plots has just been announced exempted from construction permits, while 18 other projects are waiting for the Department of Construction to announce.
Chairman of Binh Phu Ward People's Committee Nguyen Huy Thang said that there are 15 areas in the ward that have detailed planning at 1/500 scale. The ward is waiting for the Department of Construction to announce the next projects to widely inform the people.
The representative of the Long Phuoc Ward Party Committee also informed that the locality has issued a resolution on construction order management, requiring a review of land plots that meet the criteria for exemption from construction permits, and requesting the Department of Construction to approve them for timely announcement to the people.
According to ward leaders, Ho Chi Minh City's promotion of construction permit exemption not only helps reduce inconvenience for people but also untangles bottlenecks in urban planning. Currently, the general planning project of Ho Chi Minh City (formerly) has been approved by the Prime Minister, but some new areas such as Binh Duong province and Ba Ria - Vung Tau province (formerly) still need to complete the 1/2,000 planning so that wards can implement the detailed planning 1/500. Therefore, the wards requested Ho Chi Minh City to soon synchronize the planning to make construction permit exemption more convenient, at the same time creating space for infrastructure development, attracting investment and improving the quality of life.
Since the beginning of June 2025, the Department of Construction of Ho Chi Minh City has announced 112 areas exempted from construction permits in places with approved 1/500 planning. From now until the end of 2025, the Department of Construction of Ho Chi Minh City will:
- Coordinate the review and announcement of all projects with detailed planning 1/500 (or total plan 1/500 with architectural plan) eligible for exemption from construction permits.
- The HCM City People's Committee's advisory board proposed a pilot program to exempt construction permits for individual houses under 7 floors in areas with approved 1/500 detailed planning or urban design.
- Proposal to expand construction permit exemption in areas with suitable urban design.
