The Ho Chi Minh City Department of Construction has just sent a document to the Ministry of Construction to review a number of contents in Circular 17/2025/TT-BXD on promulgating norms, methods of establishing and managing costs for urban and rural planning activities.

According to the Department of Construction of Ho Chi Minh City, Circular 17/2025 has issued the cost standards for establishing tasks and making general urban plans with a maximum area of ​​360,000 hectares. However, Ho Chi Minh City currently has an area of ​​nearly 680,000 hectares. Therefore, the Department of Construction proposed to consider approving and providing additional guidance on the scale of making general urban plans and general plans for centrally-run cities of 680,000 hectares to suit the practical conditions of Ho Chi Minh City.

In addition, based on the Law on Urban and Rural Planning (amended), the Department of Construction of Ho Chi Minh City proposed that the Ministry of Construction consider the framework of expanded standards for special urban areas with coefficients for adjusting cost standards for special urban areas, multi-sector and multi-level integrated planning; planning requiring the application of GIS technology, 3D models, and digital databases.
