The Provincial People's Committee has just reported on the implementation of the North-South high-speed railway project through the province, with positive steps in applying specific policies and mechanisms to speed up site clearance progress.

According to the report, the North-South High-Speed Railway Project was decided by the National Assembly for investment in Resolution No. 172/2024/QH15 dated November 30, 2024, with a length of about 95.33km through Thanh Hoa province, passing through 7 wards and 12 communes. The project will build a 2-storey Thanh Hoa station with an area of 8 hectares in Dong Son ward and 3 maintenance stations with a scale of 01 floor, an area of about 03 hectares / 01 station (station 1 in Hoang Giang commune; station 2 in Thang Binh commune; station 3 in Truong Lam commune).

The total affected land area to be recovered is about 572.99ha (residential land 91.56ha, agricultural land and other land 481.43ha). It is expected that 2,107 households will have to relocate, 39 resettlement areas with a total area of 300ha need to be arranged and 41 public works need to be relocated.

To implement the project, the National Assembly issued the Railway Law No. 95/2025/QH15 dated June 27, 2025, allowing the application of specific mechanisms from July 1, 2025, including: allowing the Chairman of the Provincial People's Committee to decide to simultaneously implement some project preparation work with the Railway project, allowing the construction of resettlement area infrastructure without adjusting the planning, and allowing the appointment of contractors for bidding packages serving compensation, support, and resettlement of the project.

The Provincial People's Committee has held 5 meetings and issued 10 documents directing implementation to departments, branches, sectors and local People's Committees. The Provincial Party Committee has established a Steering Committee and a project site clearance support team under the direction of the Prime Minister.

According to the plan, the construction of resettlement areas will be completed by September 2026 at the latest, the site handover to contractors will be basically completed by December 2026, and all site clearance work will be completed in the first quarter of 2027. In particular, according to the direction of the Prime Minister, each locality will simultaneously start construction of at least one resettlement area on August 19, 2025 on the occasion of the 80th anniversary of National Day.

In order to implement the project synchronously and consistently among localities, the Provincial People's Committee emphasized that "absolutely not apply the project's specific policy mechanism to implement the construction of resettlement areas for the purpose of exploiting land funds", in order to ensure transparency and the correct purpose of the project. At the same time, the Provincial People's Committee also assigned a number of tasks to the Departments, branches, sectors, People's Committees of communes, wards, and the Management Board of the investment and construction project in the area, specifically:

The Department of Construction is responsible for guiding the People's Committees of communes and wards on planning work according to the specific and special mechanisms of the project and synthesizing the location and investment scale of resettlement areas serving the project's site clearance and reporting to the Chairman of the Provincial People's Committee for consideration and approval.

The Department of Finance is assigned to advise the Provincial People's Committee to allocate local budget capital or report to competent authorities to allocate central budget capital from project compensation and site clearance sources to implement resettlement area construction investment projects.

The Department of Agriculture and Environment is responsible for guiding the People's Committees of communes and wards where the project passes through on the procedures and implementation methods related to land use planning and dumping sites according to the specific policy mechanisms of the project.

The People's Committees of communes and wards are requested to urgently establish a Compensation, Support and Resettlement Council to carry out the project's site clearance work, and at the same time compile a list of resettlement areas and report to the Chairman of the Provincial People's Committee for approval.

The Regional Construction Investment Project Management Boards including Bim Son, Ha Trung, Hau Loc, Hoang Hoa, Dong Son, Nong Cong, Nghi Son are responsible for coordinating with the People's Committees of communes and wards in the implementation process when requested by the People's Committees of communes and wards.
