Accelerate the progress of major projects.

The inauguration and groundbreaking ceremonies for 250 construction projects, held on August 19th, were truly practical and meaningful activities to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2nd, 1945 - September 2nd, 2025).

This also serves as a great motivation for investors nationwide to be even more determined to continue undertaking landmark projects, especially large-scale infrastructure projects that are considered to help "turn the tide and transform the state" of national strategic infrastructure, such as the North-South high-speed railway, the Hanoi and Ho Chi Minh City urban railways, etc., with faster progress and better quality.

It is known that among the 89 projects and works that have just been inaugurated, many large-scale and technologically complex transportation infrastructure projects have been completed ahead of schedule by 3 to 4 months, such as Rach Mieu 2 Bridge; 3 component projects of the North-South Expressway in the East… Previously, a series of other expressway component projects were also put into operation by the Ministry of Construction and some localities on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1974 - April 30, 2025), also with significantly shortened construction progress compared to the initial plan.

Infrastructure projects and works that are put into operation early not only maximize investment efficiency, promote economic growth, and attract foreign and private investment into industrial zones, real estate, and tourism services, but also provide valuable experience in directing and managing large-scale projects.

It should be added that most of the recently inaugurated projects were implemented in the context of Vietnam's economy still facing many challenges and difficulties, subject to unpredictable impacts from the fluctuations of the regional and global economic situation. However, with the close and decisive direction of the Government, government leaders, ministries, sectors, and localities, tens of thousands of engineers and workers on the construction sites have made high efforts, working continuously with the spirit of "3 shifts, 4 teams," "eating quickly, sleeping urgently," ready to work through holidays and Tet, overcoming all harsh weather conditions to bring the projects to completion on schedule and ensuring quality.

However, for construction to be completed on schedule, or even ahead of schedule, with high quality, to become a regular and inevitable practice in large-scale transportation infrastructure projects, it's not enough to simply rely on emulation campaigns. A revolution in mindset and project organization and management is needed.

Firstly, it is necessary to promptly review the legal framework related to the processes and procedures applied to construction investment projects, thereby proposing mechanisms to accelerate the progress of nationally important projects, starting from the investment project planning stage; project appraisal and approval; land clearance; investor selection, to the construction of a system of unit prices and norms that are calculated accurately, comprehensively, and as close as possible to the actual market developments.

Secondly, we must promote decentralization and delegation of power, coupled with resource allocation, to ensure that "local authorities decide, local authorities act, and local authorities are responsible," while strengthening inspection and supervision. This includes focusing on removing institutional barriers, reducing cumbersome administrative procedures; ensuring "six clear" assignments: clear person, clear task, clear time, clear responsibility, clear output, and clear authority, to achieve "three easy" results: easy inspection, easy monitoring, and easy evaluation.

Thirdly, fundamentally change the approach to project implementation by focusing on better planning; systematically carrying out investment preparation; and prioritizing the allocation of sufficient resources for geological surveys and technical design.

Fourth, strictly adhere to the principle of "land clearance and sourcing of common materials" to create a strong impetus for project implementation on the ground.

Fifth, establish a mechanism for rewarding and penalizing contract progress for each entity involved in the project. The contract reward mechanism must be transparent, clear, and sufficient to encourage, compensate, or even exceed the costs incurred by the construction unit in researching and applying new technologies to shorten project timelines and improve project quality.

In particular, it is necessary to promptly organize an evaluation and draw lessons from the successful infrastructure projects implemented in the past, including the two major projects: the North-South Expressway and Long Thanh Airport, in order to build a "handbook" for the rapid implementation of major projects such as high-speed railways, nuclear power plants, and high-tech centers... These are important tasks that contribute to the country achieving its goals and entering a new era - an era of national progress.
