Can Tho City: Seeking sources of sand and stone for the Chau Doc – Can Tho – Soc Trang expressway project.

According to the plan, the Chau Doc – Can Tho – Soc Trang expressway project, over 132.4km long, will be put into operation from the end of 2027; however, the shortage of sand and stone is significantly affecting the project's progress.

Chairman of the People's Committee of Can Tho City, Truong Canh Tuyen, chaired a meeting on the progress of the Chau Doc - Can Tho - Soc Trang expressway project.

On May 27th, Mr. Truong Canh Tuyen, Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Can Tho City, chaired a meeting and listened to a report on the progress of the Chau Doc - Can Tho - Soc Trang expressway project, phase 1, passing through the city.

The Chau Doc – Soc Trang – Can Tho Expressway Project Phase 1 (the Project) has a total length of approximately 188km, a total investment of approximately VND 44,691 billion, a phased scale of 4 lanes, and a design speed of 100km/h.

The entire route is divided into four component projects, with component project 1 passing through An Giang province and spanning approximately 57.2 km. The three component projects pass through Can Tho City: component project 2 (approximately 37.2 km), component project 3 (approximately 36.7 km), and component project 4 (approximately 58.37 km). The total investment for the three component projects exceeds 31,000 billion VND.

According to the investor's report (Management Board of Investment Projects for Transportation and Agriculture Construction), as of now, the construction volume of component project 2 has reached 57.8%, component project 3 has reached over 60.5%, and component project 4 has reached 53.5%.

The total volume of sand needed for leveling in components 2, 3, and 4 of the project is approximately 16.6 million cubic meters of loose sand, with over 10.5 million cubic meters of sand already delivered to the construction site. The Project Management Board is continuing to work with Vinh Long and An Giang provinces to ensure the supply of sand for the project.

The total volume of stone needed for the three component projects is over 4.1 million m3, of which more than 0.8 million m3 has already been delivered to the project site. Currently, the investor and contractor are continuing to contact and register their needs at quarries in Dong Nai province and Ho Chi Minh City (formerly Binh Duong province) to solve the difficult problem of stone material supply.

According to the investor, the progress of bridge construction on the route is currently on schedule and ahead of schedule. However, some sections of the route are behind schedule due to delays in the initial delivery of sand to the construction site; urgent sand filling is currently underway to reinforce the roadbed.

Specifically, component project 2 requires approximately 1.5 million m3 for loading work, but is still short of more than 0.4 million m3;

Component Project 4 has a total sand requirement of approximately 8.1 million m3, of which over 3.6 million m3 has been delivered to the construction site so far. With such a large remaining sand shortage, especially the need to mobilize the remaining 3.4 million m3 before August 2026 (equivalent to over 0.8 million m3/month, or 30,000 m3/day), it is very difficult. Therefore, the investor proposes using commercially available sand for Component Project 4.

Meanwhile, component project 3 requires approximately 555,531 m³ of various types of stone, but the supply source has not yet been identified. Currently, the investor and contractors are contacting suppliers in Dong Nai and Ho Chi Minh City to find stone sources.

Currently, the investor is directing consulting units and construction contractors to increase manpower and equipment and propose solutions to shorten the project timeline, striving to complete the project in accordance with the National Assembly Resolution and the Government Resolution.

At the meeting, many construction units requested the People's Committee of Can Tho City to work with provinces that have quarries of stone and sand to support contractors, in order to ensure the supply of materials for construction according to plan.

Speaking at the meeting, Chairman of the People's Committee of Can Tho City, Truong Canh Tuyen, emphasized that the Chau Doc – Can Tho – Soc Trang expressway project is a key national project of special importance to the development of the Mekong Delta region. Therefore, all relevant parties need to continue to coordinate closely and strive to overcome difficulties to ensure the set progress.

To complete the task, the Chairman of the People's Committee of Can Tho City directed the investor to strengthen inspection and supervision, reminding construction units to focus resources on organizing construction according to the plan. They were also instructed to proactively inspect and accept completed work from contractors, aiming to alleviate difficulties for businesses facing rising material prices due to fuel costs.

Contractors, construction units, and sand mine owners themselves need to focus resources on accelerating the progress of work related to the contract package, ensuring that construction is carried out on schedule.

For the City Committee Office, leaders of relevant departments and agencies need to strengthen coordination and support the investor in carrying out tasks related to contractors regarding price lists, working with quarries in several provinces and cities... Together, they must overcome difficulties and ensure that the project is basically completed by mid-2027 and put into operation by the end of 2027.
