Problems that need to be solved
According to the report of the Provincial People's Committee, the site clearance work for the two projects Ninh Thuan 1 Nuclear Power Plant and Ninh Thuan 2 Nuclear Power Plant has achieved many important results. The total area to be recovered for both projects is more than 1,279 hectares, involving nearly 1,300 households with nearly 5,000 people. Accordingly, Ninh Thuan 1 Nuclear Power Plant (Phuoc Dinh commune) has a total area of more than 485.5 hectares; Ninh Thuan 2 Nuclear Power Plant (Vinh Hai commune) 643.6 hectares. Resettlement areas, residential area renovation, cemeteries... have all been systematically planned, ensuring long-term stability for people after relocation.

Vice Chairman of the Provincial People's Committee Trinh Minh Hoang said that the Provincial People's Committee has established a Provincial Steering Committee (headed by the Chairman of the Provincial People's Committee) and a Working Group (headed by the Vice Chairman of the Provincial People's Committee) to implement nuclear power plant projects in the province and issue operating regulations; issue a plan to implement the province's tasks on investing in the construction of nuclear power plants. The Provincial People's Committee has approved the planning adjustment, which has updated nuclear power plant projects and integrated and adjusted related planning... to ensure legal conditions for project implementation. Regarding site clearance, the inventory of all land areas, resettlement areas, and resettlement areas has been completed and will be posted. If the shortened process can be implemented, around August, the province will be able to pay compensation to the people.
In recent times, ministries, sectors and localities have made great efforts in implementing nuclear power plant projects. Accordingly, many important tasks have been deployed under the direction of Deputy Prime Minister Bui Thanh Son at the meeting to review the progress of Ninh Thuan nuclear power plant projects on June 18. Specifically, the Ministry of Industry and Trade has actively coordinated to resolve the province's recommendations related to project implementation. Negotiations on the Intergovernmental Agreement with the Russian Federation on cooperation in the construction of Ninh Thuan 1 Nuclear Power Plant have been strongly promoted; discussions with Japan on the possibility of investment cooperation in the construction of Ninh Thuan 2 Nuclear Power Plant Project are also being promoted by the Ministry of Industry and Trade.
However, the biggest bottleneck at present lies in the work of site clearance and resettlement. The total investment for the resettlement project was initially approved by the Prime Minister at over VND3,235 billion, but according to preliminary calculations, it could reach nearly VND12,392 billion. In the immediate future, the province needs about VND3,200 billion to carry out related work.
In addition, Resolution No. 41/2009/QH12 of the National Assembly on the investment policy of the nuclear power project has some contents that are no longer suitable such as the total investment amount, implementation time and need to be adjusted soon to serve as a basis for implementing the next steps. The issue of land clearance boundaries is also a bottleneck when there is a difference in scope between the requirements of the Ministry of Industry and Trade and the Ministry of Science and Technology.
Deputy Minister of Industry and Trade Nguyen Hoang Long proposed that the Deputy Prime Minister direct the Ministry of Science and Technology to specifically assess the nuclear power plant's science and technology as well as practical research on nuclear power plants in the world on the isolation distance to adjust the provisions of the law; proposed that the Prime Minister report to the National Assembly for consideration so that Resolution No. 189/2025/QH15 on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project remains effective after the merger of provincial administrative units. Particularly for the special mechanisms in Resolution No. 189, Khanh Hoa province is requested to proactively review and evaluate the overall issues that need to be adjusted, report to the Steering Committee for Nuclear Power Plant Construction and the Ministry of Industry and Trade for synthesis and reporting to the Prime Minister.
Determination to do
At the meeting, Secretary of the Provincial Party Committee Nghiem Xuan Thanh affirmed: “The construction of nuclear power plants is a national strategy and the province directly benefits from the project for socio-economic development. Khanh Hoa province is determined to ensure the best life for the people; strictly implement the central government's policies, mechanisms and strategies, and devote all resources to project implementation. Provincial leaders are determined to complete the assigned tasks as required. The province recommends that central ministries, departments and branches soon approve documents as a legal basis to separate the project into compensation components and resettlement projects into separate projects so that the province has a basis for implementation; allowing the province to carry out site clearance in parallel with adjusting the provincial planning”.
Chairman of the Provincial People's Committee Tran Quoc Nam said that the nuclear power projects have received the attention and close direction of the Politburo, so they are being implemented with the highest determination. However, this is a very large and important project, so there are still certain problems. Therefore, the province hopes that the Government will have timely solutions. In the immediate future, the province will carry out the construction of the resettlement area, then pay compensation to the people. Therefore, the province recommends that the Government allocate more capital to speed up the project's progress.
Concluding the working session, Deputy Prime Minister Bui Thanh Son emphasized that focusing on promoting the development of power sources to ensure energy security and meet the requirements of socio-economic development, especially the target of double-digit growth in the coming time, is extremely necessary and urgent. In addition, implementing the international commitment to reduce net emissions to zero by 2050 requires urgent implementation of the transition to green energy, clean energy, and renewable energy. Therefore, it is necessary to speed up the progress of nuclear power plant projects. In the past, although ministries, branches, Khanh Hoa Provincial People's Committee and investors have made many efforts, the implementation of the work still faces many difficulties. To ensure progress, the Deputy Prime Minister requested Vietnam Electricity (EVN) to urgently complete the pre-feasibility study report of nuclear power plant projects to submit to competent authorities to adjust the project investment policy. The Ministry of Industry and Trade, the Ministry of Finance, together with other ministries, agencies and EVN, urgently negotiate with partners on the Ninh Thuan 1 Nuclear Power Plant Project.
Deputy Prime Minister Bui Thanh Son requested the province to continue with site clearance to ensure progress. The Ministry of Science and Technology shall make specific assessments based on the science and technology of the nuclear power plant as well as practical research on nuclear power plants in the world on the isolation distance to adjust legal provisions. The Ministry of Justice shall study and advise the Government to report to the National Assembly for consideration so that Resolution No. 189 remains effective after the merger of provincial administrative units. Regarding the special mechanisms applied to Ninh Thuan province (old) in Resolution No. 189, it is recommended that Khanh Hoa province (after the merger) proactively review and assess the overall issues that need to be adjusted, report to the Steering Committee for the construction of the nuclear power plant and the Ministry of Industry and Trade (the Standing Body of the Steering Committee) to synthesize and collect opinions from relevant ministries and branches, report to the Prime Minister for consideration and decision or report to the competent authority for decision. Ministries and agencies prioritize the processing of documents related to nuclear power plant projects, avoid delays or overdue documents; proactively send documents to the Ministry of Industry and Trade when there are changes in members of the Steering Committee for synthesis and reporting to the Prime Minister.
During the working trip, Deputy Prime Minister Bui Thanh Son and leaders of ministries, branches and provinces inspected the field at Binh Tien village (Cong Hai commune) - the starting point of the route that the province proposed to connect the coastal road Vinh Hy - Binh Tien, through Cam Ranh airport. This route is expected to be 10km long, of which the bridge across Cam Ranh Bay is 4km long, to shorten the distance of 20km, connecting the two coastal roads of north and south Khanh Hoa, creating momentum for the development of tourism infrastructure, marine economy, and convenient connection to the area of 2 nuclear power plant projects.
At the planning locations of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants, the delegation conducted field surveys, listened to reports on the implementation status, visited and grasped the thoughts and aspirations of the people. On this occasion, Deputy Prime Minister Bui Thanh Son presented gifts to the people in the project area.
On the same afternoon, the Government delegation offered incense at the Martyrs' Cemetery of Khanh Hoa province before ending the working trip.
