Speeding up the progress of site clearance for the Hoa Binh - Moc Chau expressway project

(sonla.gov.vn) On September 23, at Van Ho commune, comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, Head of the Provincial Steering Committee on the construction of the Hoa Binh - Moc Chau expressway, the section in Son La province (Steering Committee 1803) chaired the Steering Committee's meeting to evaluate the results of the implementation of tasks in the third quarter and deploy tasks in the fourth quarter of 2025.

At the meeting, departments, branches and localities reported on the progress of project implementation. Accordingly, Component Project 1 on compensation, support, resettlement and site clearance (GPMB) in To Mua and Van Ho communes has completed site clearance and handed over the site to the construction unit for 2/10 of the site clearance areas. Component Project 2 on compensation, support, resettlement and GPMB in Van Son ward has ensured the set progress. To date, the GPMB work of 10.57 hectares has been completed, reaching 100% of the volume. For the additional site clearance volume, the approval of the site clearance plan and compensation payment for 25/28 land owners has been completed.

For Component Project 3, investment in construction of traffic works, up to now, the Provincial Traffic Works Construction Investment Project Management Board has handed over the site to construction contractors within the scope of Van Son ward (1.06km); the scope of Van Ho and To Mua communes has not yet had the site to hand over to construction contractors. Currently, households have been mobilized to receive advance payment for the site to hand over to construction contractors. During the project implementation process, there are still some difficulties and problems such as: Resettlement sites do not have dumping sites; terrain and geological conditions in the construction area of ​​the Pang village resettlement site, To Mua commune are facing many difficulties and complications... Site clearance work is still facing many difficulties, so the implementation volume of Component Project 3, investment in construction of traffic works is limited, affecting the progress of disbursement of the capital plan in 2025...

Speaking at the meeting, the Chairman of the Provincial People's Committee requested the People's Committees of Van Ho, To Mua communes and Van Son ward to speed up the progress of site clearance to serve the implementation of the project to ensure the set progress. Focus on completing resettlement sites so that people can stabilize their lives; hand over the site to the investor. Relevant departments and branches coordinate to remove difficulties and obstacles of investors, communes and wards according to their functions and tasks. For contractors, maximize human resources and machinery to speed up the construction progress when the site is available.
