Speed up disbursement of capital to implement national target programs

(MPI) - Official Dispatch No. 555/TTg-QHDP of the Prime Minister on promoting the implementation of three National Target Programs stated that, in recent times, the Government, ministries, central agencies and centrally-run provinces and cities have actively completed the policy framework system, guiding documents, management and administration apparatus at all levels and proactively removed difficulties and obstacles, accelerated the implementation progress of national target programs, and achieved some positive results.

However, in practice, there are still some difficulties; capital disbursement results are not high; the integration of capital sources to implement national target programs is still limited; some assigned targets are not suitable to the practical situation of the locality.

To promote the progress of capital disbursement for implementing national target programs, continue to detect and thoroughly handle difficulties and obstacles in the implementation process to ensure efficiency, on schedule and completion of assigned targets, the Prime Minister assigned Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee for National Target Programs, to directly direct and request Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally-run cities and Heads of relevant agencies to seriously, resolutely and focus on implementing a number of key tasks.

The Prime Minister requested the Ministry of Planning and Investment (the standing agency of the Central Steering Committee for National Target Programs) to urgently preside over and coordinate with the agencies of the National Target Program and relevant ministries and agencies to develop a Plan and prepare documents, draft Reports, and speeches for the Central Steering Committee's Working Group led by Deputy Prime Minister Tran Luu Quang to inspect and supervise the implementation of 03 national target programs in 03 regions: Northern Midlands and Mountains, North Central and Central Coast, and Southwest in a combination of in-person and online form from July 25, 2023 to August 4, 2023; report to Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee before July 10, 2023.

At the same time, carefully prepare the Government's Report on the implementation of the National Assembly's Resolutions approving investment policies for national target programs for the 2021-2025 period to serve the National Assembly's Supreme Supervision Delegation, report to the Government before August 7, 2023; monitor and urge ministries, branches and localities to complete the tasks assigned in this Document, periodically report monthly to the Prime Minister and Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee.

The Prime Minister requested the Ministries and agencies: Finance, Ethnic Committee to urgently complete the revision and supplementation of Circulars guiding the implementation of national target programs according to the assigned tasks in Resolution No. 88/NQ-CP dated June 8, 2023 of the Government, ensuring the quality and progress set out.

Ministries and agencies: Planning and Investment, Agriculture and Rural Development, Labor - Invalids and Social Affairs, and the Ethnic Committee, according to their assigned functions and tasks, urgently assess and summarize the implementation of national target programs until the end of June 2023, propose specific solutions to handle difficulties, problems, and contents that need to be adjusted to ensure compliance with the practical situation and current regulations, and report to competent authorities for consideration and decision in July 2023.

The Prime Minister requested that ministries, branches and central agencies, according to their functions, tasks and authority, need to promote a sense of responsibility and be more proactive in coordination between ministries, central agencies and localities, especially in reviewing and perfecting the system of State management documents related to the implementation of national target programs; documents proposing, exchanging and coordinating between ministries, agencies and localities must be processed and responded to within 07 working days (in case of no response or late response within the deadline, it is considered as agreement and the Minister, Head of the agency or unit must take full responsibility before the Government and the Prime Minister); continue to review, monitor, grasp and promptly guide the difficulties and problems of localities, report to competent authorities to handle contents beyond their authority.

The People's Committees of provinces and centrally-run cities shall resolutely review the list of projects, arrange them in order of priority in terms of feasibility, efficiency, and disbursement capacity for timely adjustment and decision-making; pay attention to decentralizing investment management but must be concentrated, focused, and key, avoiding dispersion and fragmentation; promote coordination between departments, branches, and units in implementing national target programs in the locality; actively share, exchange information, and learn from experiences with provinces and cities with good implementation results to have management mechanisms and solutions suitable to the practical situation and characteristics of the locality; be determined to disburse 100% of capital to implement national target programs according to the assigned Plan for 2022 and 2023.

Ministries, branches, central and local agencies shall strengthen inspection and supervision work and propose solutions to promptly remove difficulties and obstacles; study and develop detailed manuals, specifically integrating guidance documents, processes, procedures and sample dossiers for each project, sub-project, and component content of national target programs to disseminate, train and educate grassroots levels to implement quickly, simply, effectively, in accordance with current regulations and assigned authority, functions and tasks./.a
