Attention to planning and infrastructure investment

Attracting investment in industrial clusters, up to now, the whole province has 3 industrial clusters (ICs) established, including: Gia Phu (Gia Phu commune), Moc Chau (Van Son ward) and Muong La (Muong La commune). Mr. Doan Van Chau, Deputy Director of the Department of Industry and Trade, said: The Department has presided over and coordinated with departments, branches, sectors, People's Committees of communes and wards to develop the province's industrial development plan for the period 2021-2025; reviewed and added industrial parks and ICs to the planning, adjusted land use planning and supplemented and integrated into the provincial planning for the period 2021-2030, with a vision to 2050, with 15 ICs. Currently, Gia Phu and Moc Chau industrial clusters have approved detailed planning at a scale of 1/500, invested in basic infrastructure and operating enterprises, with a total area of ​​63.35 hectares.

In addition, the province is focusing on attracting investment in some industrial parks, such as Hoang Van Thu industrial park (Chieng Coi ward), Tong Co (Thuan Chau commune) and Chieng Bang (Quynh Nhai commune). For the remaining industrial parks according to the development plan in the Provincial Planning, the Department of Industry and Trade is actively coordinating with the People's Committees of communes and wards to attract businesses to invest in infrastructure of potential industrial parks.

At Moc Chau Industrial Park, with a total area of ​​28.8 hectares, there are currently 4 operating enterprises, including: Trung Duc Gas Company Limited; Nafoods Tay Bac Joint Stock Company; Moc Chau Industrial Bamboo Production Joint Stock Company; Tay Bac Agricultural Products Joint Stock Company, using about 14 hectares of land, creating jobs for more than 100 workers. However, the infrastructure of the industrial park has just completed the transformer station, while the traffic roads and fences are waiting for planning adjustments.

For Gia Phu Industrial Park, with an area of ​​38.1 hectares, there is no infrastructure business unit, only 1 manufacturing enterprise is the garment factory of Tam Viet Garment Joint Stock Company, with an occupancy rate of 15.7%. The factory currently uses 3.1 hectares of land, creating jobs for more than 800 workers.

Mr. Bui Manh Dung, Director of Phu Yen Shoe Factory, Phu Yen Commune, said: Industrial park planning is very important for businesses because it is the foundation to ensure stable and long-term production. When an industrial park is well planned, businesses will have clean land, synchronous infrastructure, convenient electricity, water and transportation systems, thereby saving initial investment costs and operating costs. At the same time, concentrating production in a planned space helps businesses easily connect with partners, share resources, reduce logistics costs and take advantage of the supply chain.

As for Muong La Industrial Cluster, Muong La Commune, the Provincial People's Committee is directing the adjustment of the decision to establish and plan Muong La Industrial Cluster for the period 2016-2030 and adjusting the planning area to 30 hectares. Currently, at the planning location, there is a garment factory of Anh Duong Muong La Joint Stock Company operating, with a scale of 3 workshops, 12,000 m² wide, with 10 modern production lines.

Ms. Nguyen Thi Thom, Director of Anh Duong Muong La Garment Joint Stock Company, shared: The company has signed export orders with Japanese and Korean partners, ensuring jobs for workers until at least August this year. Currently, it is operating 5 production lines with more than 100 workers and is recruiting 100 more workers to open 5 more production lines. The company really wants to have an industrial park to create a favorable environment for accessing labor resources, production support services, as well as local preferential policies. This is an important condition for the company to improve its competitiveness, expand its scale and develop sustainably.

Increase investment attractiveness

According to the Department of Industry and Trade, the development progress of the province's industrial parks is still slow, mainly due to the lack of geographical and topographic advantages compared to other provinces; high land clearance costs; incomplete infrastructure investment reducing attractiveness to investors; the number of enterprises is small and depends heavily on enterprises outside the province.

The province is focusing on promoting administrative procedure reform, supporting investors to overcome difficulties, implementing preferential policies on tax and land, and encouraging enterprises to invest in infrastructure. Departments and branches actively coordinate with People's Committees of communes and wards to call for enterprises to invest. Continue to complete detailed planning, accelerate site clearance, and invest in technical infrastructure to create conditions for enterprises to produce stably, and attract more secondary investors.

Mr. Doan Van Chau added: Son La aims to develop sustainable industry, taking industrial clusters as the core to attract investment projects, handle concentrated waste, ensure the environment, create jobs for workers, and promote economic restructuring. The province is directing departments and branches to focus on advising the Provincial People's Council's Resolution on policies to encourage and support investment in the province, including support for industrial clusters, including: Infrastructure support, support for site clearance, support for infrastructure rental costs... The Department is taking the lead in reviewing and evaluating the implementation of planning, establishment, expansion, and management of industrial clusters in the area.

By accelerating the establishment and investment in infrastructure and applying preferential policies, Son La will form a synchronous industrial park system, attracting many large enterprises, contributing to making industry a pillar of economic growth in the coming period.
