Expedite the construction progress of the Huu Nghi-Chi Lang and Dong Dang-Tra Linh expressways.

With the spirit of "overcoming the sun and rain," and "focusing on action, not retreating," localities, businesses, and construction units are concentrating intensely and decisively accelerating the construction progress of the two expressways: Huu Nghi-Chi Lang (Lang Son province) and Dong Dang (Lang Son)-Tra Linh (Cao Bang). To date, land clearance and the completion of procedures for granting permits for material quarries and waste disposal sites have achieved significant results, creating a foundation for entering the "acceleration" phase, striving for technical opening to traffic by the end of 2025.

Efforts to overcome difficulties and hand over a clean site as soon as possible.

Cao Bang province launched a "100-day intensive campaign to clear land for the Dong Dang-Tra Linh expressway project." By the end of the campaign, over 99% of families whose land and assets needed compensation had signed commitments to hand over the land, even though they had not yet received compensation. In Lang Son, land clearance work was also implemented decisively, ensuring no delays affected the project's progress.

The Friendship-Chi Lang Expressway project is 60 km long, passing through four districts and cities in Lang Son province. According to the project enterprise's report, as of April 20th, 55 out of 59.8 km (equivalent to 93% of the total length) have been handed over. However, progress is still affected by the fragmented land acquisition situation; many sections have been handed over, but contractors cannot access them due to obstacles from some households that have not yet relocated.

Explaining this issue, Chairman of the People's Committee of Lang Son province, Ho Tien Thieu, said: "The unique characteristic of these projects is that they involve both construction and design simultaneously. In the initial phase, when detailed technical designs were not yet available, the local authorities proactively handed over the land clearance boundaries based on the basic design documents. However, during implementation, the investor and consultant had to continue making localized adjustments to the route based on terrain, geographical features, and on-site factors… When changes occurred, the localities also promptly established land clearance procedures to quickly obtain clean land for project implementation."

For the Dong Dang-Tra Linh expressway project, phase 1, as of April 27th, Lang Son province had handed over 430.01 hectares out of 458.41 hectares, reaching 93.8% of the approved technical design scope. Meanwhile, as of April 20th, Cao Bang province had handed over 93.14/93.35 km of the entire length of phase 1; the handed-over area reached 757.4/820.9 hectares (equivalent to 92%).

According to assessments, the land clearance progress has been accelerated by the investor's proactive advance of compensation costs, coordination with local authorities to encourage residents to relocate early, level the land, and hand over a clean site. To overcome difficulties, on April 27, the People's Committee of Lang Son province adjusted the land acquisition area and total investment for two land clearance sub-projects under the Dong Dang-Tra Linh expressway to suit the actual requirements of the project. At the same time, the province requested relevant departments and agencies, the People's Committees of Trang Dinh and Van Lang districts, and other functional units to seriously implement the plan, ensuring the progress of land clearance to facilitate the construction of the expressway according to schedule.

However, in reality, both projects are currently facing difficulties in securing disposal sites. According to a report submitted to the Ministry of Construction on April 20, 2025, the Huu Nghi-Chi Lang expressway project requires 2.6 million m³ of rock, 13.8 million m³ of embankment soil, and 8.4 million m³ of waste disposal. However, the province has only approved 43 disposal sites with a total capacity of approximately 4.4 million m³, still falling short of about 4 million m³ of the required amount.

Similarly, in the Dong Dang-Tra Linh expressway project, the total waste disposal requirement is approximately 7.3 million m³, and in 2024, 34 disposal sites with a capacity of 5.3 million m³ have been allocated. "The failure to fully hand over the disposal sites has significantly affected the process of handling excavated materials, potentially delaying progress if not resolved promptly," shared a representative of the construction contractor.

Explaining the reasons for the delay in arranging the waste disposal site, Chairman of the People's Committee of Lang Son province, Ho Tien Thieu, said that each waste disposal site requires a full planning, land clearance, and environmental assessment process before approval, so the large demand necessitates additional processing time. "In the spirit of 'running while queuing,' Lang Son province is mobilizing the entire political system to participate, determined to complete the handover of the entire route before April 30th, creating conditions for the contractor to organize continuous construction according to the overall schedule," Mr. Thieu affirmed.

Meanwhile, land clearance work in Cao Bang province has yielded more positive results. Thach An district has handed over 179.74/188.8 hectares (95.2%), and Quang Hoa district has handed over 175/178.7 hectares (97.93%). Resettlement areas such as in Dong Khe town (Thach An district) have been completed, and 45 households have drawn lots to receive new land plots...

The Cao Bang Provincial Project Management Board for Transportation Works and relevant local units have closely coordinated with businesses and contractors to handle issues arising during construction; maintained mine clearance efforts, and basically completed the relocation of medium and low-voltage power systems. In addition, they have strengthened direct dialogue with the people, focusing on persuasion and resolving issues in a fair and reasonable manner...

Mobilize all resources and be determined to reach the finish line on schedule.

After a year of construction, the appearance of the Huu Nghi-Chi Lang and Dong Dang-Tra Linh expressways is gradually becoming clear, contributing to the goal of completing 3,000 km of expressways by 2025, as directed by the Prime Minister. According to the plan, the two expressways will be open for technical traffic at the end of 2025 and put into operation in 2026.

According to Nguyen Tan Dong, Vice Chairman of the Board of Directors of Deo Ca Group, taking advantage of favorable weather conditions along the route, the units organized 294 construction teams, with 4,155 personnel and 2,041 pieces of construction equipment, working "through the sun and rain," "through holidays and Tet," determined to bring the two projects to completion on schedule and ensure quality. As of April 21st, the Dong Dang-Tra Linh expressway project had disbursed 2,409/10,438 billion VND, equivalent to 23% of the 2025 capital; the Huu Nghi-Chi Lang expressway project had disbursed 925/6,580 billion VND, equivalent to 14% of the total capital to be disbursed this year. Specifically, the Huu Nghi-Chi Lang expressway project has mobilized approximately 1,955 engineers and workers along with 900 pieces of equipment and machinery deployed at 78 construction sites..., striving to complete a project worth 5,062 billion VND in 2025, aiming for technical completion by the end of the year.
