This was the directive of the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Vo Van Hung, at the plenary session of the Quang Tri Provincial People's Committee on the socio-economic, national defense and security situation in the first six months of 2024 and contributing opinions on the contents to be presented at the 25th session of the 8th Provincial People's Council, which took place this morning, June 20th. Total budget revenue in the area is estimated to increase by 20%.
In his opening remarks at the meeting, Chairman of the Provincial People's Committee Vo Van Hung emphasized that 2024 is a particularly important year for accelerating the implementation of the goals of the Resolution of the 17th Provincial Party Congress and the 5-year Socio-Economic Development Plan 2021-2025. From the beginning of the year, the Provincial People's Committee proactively directed the review and identification of "bottlenecks" and obstacles in the implementation of the socio-economic development plan and national defense and security, in order to promptly find solutions or propose solutions to competent authorities, especially for breakthrough areas and key projects. As a result, the province's socio-economic and national defense and security situation has achieved significant results in all areas.
With a determination to strive for the successful completion of the 2024 plan, Chairman of the Provincial People's Committee Vo Van Hung requested that delegates, especially members of the Provincial People's Committee, demonstrate a sense of responsibility and actively contribute quality efforts to evaluating the situation and results of socio-economic development and national defense and security tasks in the first six months of the year. Based on this, they should propose and suggest key, practical, and effective solutions that need to be focused on to ensure the successful completion of the 2024 plan's goals and tasks. At the same time, they should contribute opinions to create consensus and high agreement on the contents to be presented at the 25th session of the Provincial People's Council.

According to reports from departments and agencies, in the first six months of 2024, the province's economy achieved many important results, with several key economic indicators showing significant growth compared to the same period in 2023, such as: investment capital implemented in the province is estimated to increase by 3.95%; total budget revenue in the province is estimated to increase by 20% (total budget revenue in the first six months of the year is estimated at VND 2,200 billion, reaching 56.4% of the local budget estimate and 56.5% of the central budget estimate); total grain production is estimated to reach 62% of the annual plan; total retail sales of goods and consumer service revenue are estimated to increase by 12.3%; import and export turnover is estimated to increase by 27%. The winter-spring crop was a bumper harvest with good prices, with total grain production estimated at 172,900 tons; rice yield and production reached the highest level ever. Livestock farming continues to develop, and diseases are under control. Trade and service activities have seen many positive changes. Tourism continues to recover and show many promising signs.
Total budget expenditure is estimated at VND 4,740.948 billion, equivalent to 51% of the projected budget. Since the beginning of the year, 14 investment projects have been attracted with a registered capital of over VND 2,234 billion. Actual investment implemented in the area is estimated at VND 9,381.6 billion.
Regarding the disbursement of public investment funds, as of May 31st, the total value of disbursed public investment capital for the 2024 plan in the province was approximately VND 451.61 billion, reaching 19.2% of the plan assigned by the Prime Minister and the Provincial People's Council at the beginning of the year, and 25.1% of the actual plan implemented by the province.
In the socio-cultural field, the plan includes developing and directing the preparation for the first Peace Festival in 2024; planning for the 70th anniversary of Vinh Linh's traditional day; and coordinating with the Ministry of Culture, Sports and Tourism to develop a plan for organizing the Vietnamese Ethnic Groups Culture Festival in 2024 in Quang Tri province. Avoid a hesitant or fearful attitude towards responsibility.
At the meeting, delegates focused on discussing and proposing various solutions to accelerate the implementation and disbursement of public investment projects. They also addressed obstacles in land clearance, attracted investment, and enhanced provincial competitiveness. New, proactive, and effective solutions were proposed to better exploit available resources and leverage the potential and strengths in each sector and economic region, especially the industrial and construction sectors. Furthermore, they discussed the successful organization of the first Peace Festival and other major provincial holidays in 2024. Additionally, they provided input and agreed on the contents to be presented at the 25th session of the 8th Provincial People's Council.
Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung emphasized that, regarding the tasks for the last six months of 2024, based on the forecast of continued difficulties, striving to achieve the planned growth target is a very great challenge.
To achieve the goals and tasks set for 2024, departments, agencies, and localities are required to continue to thoroughly understand and promptly, synchronously, and effectively implement the directives and guidelines from the central government, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee; especially the Conclusion of the 17th Conference of the Provincial Party Committee, 17th term, on tasks and solutions for socio-economic development and ensuring national defense and security in the last six months of 2024.
Review, identify, and proactively propose solutions for difficulties and obstacles in carrying out tasks in each field and locality, ensuring compliance with legal regulations and avoiding hesitation or fear of responsibility. Focus on expediting the handover of land for project implementation.
Accelerate the implementation of key projects such as: My Thuy Port Area, Quang Tri Industrial Park, Quang Tri Airport, Dong Ha City Eastern Bypass... Actively resolve obstacles and promote the disbursement of public investment capital, paying attention to units with low or no disbursement rates. Focus on successfully organizing the series of activities in the 2024 Peace Festival.
Regarding the contents to be presented at the 25th session of the 8th Provincial People's Council, relevant agencies are required to seriously prepare reports, submissions, and resolutions, incorporating feedback to finalize the dossiers and reports for submission to the Provincial People's Council in accordance with regulations, ensuring quality and timeliness.
