On the afternoon of May 23, the National Assembly discussed in the hall the results of monitoring the settlement of voters' petitions sent to the 6th Session of the 15th National Assembly. According to the report of the National Assembly Standing Committee, to date, 2,210/2,216 petitions have been considered, resolved and responded to by central state agencies, reaching 99.7%.
However, according to National Assembly deputies, many petitions from voters sent to ministries and branches have been received and considered for resolution, but for a long time there have been no results.
To more substantially assess the results and quality of resolving and responding to voters' petitions, the content of responses needs to be clearly divided into 3 specific groups: Petitions that have been finally resolved; Petitions that are within the jurisdiction of resolution but are being considered and resolved; Petitions that ministries and branches are researching, consulting, and submitting to competent authorities for consideration and resolution.
Delegate Chu Thi Hong Thai - National Assembly Delegation of Lang Son province
National Assembly Delegate Chu Thi Hong Thai (Lang Son delegation) stated that there were recommendations that had been resolved by ministries and branches but had not yet met requirements, such as the shortage of teachers that had not been completely resolved but the streamlining of staff by 10% according to the roadmap.
"The lack of teachers compared to the assigned quota affects the assignment of teaching at schools, leading to some teachers having to teach outside their field of expertise. Therefore, we recommend that the Government continue to research and find solutions to address the shortage of teachers," said the female delegate from Lang Son.
Delegate Hong Thai also raised the issue of having recommendations when documents were issued to resolve problems, but new problems arose during the resolution process.
For example, to resolve voters' petitions requesting the Ministry of Education and Training (MOET) to issue a document to replace Circular No. 16/1017/TT-BGDDT. The MOET issued Circular 20/2023/TT-BGDDT dated December 30, 2023, providing guidance on job positions, staff structure by professional title and quotas for the number of people working in public general education institutions and specialized schools.
However, during the implementation process, some new problems arose. Therefore, the delegates requested the Ministry of Education and Training to study and consider appropriate amendments.
Speaking to explain and clarify the content raised by the National Assembly deputies, Minister of Education and Training Nguyen Kim Son said that after the 6th Session, the Ministry had thoughtfully responded to more than 200 opinions and recommendations from voters. Regarding some issues that voters continued to recommend, the Ministry of Education and Training is studying and continuing to resolve them.
Regarding the delegates' opinions related to Decree 116/2016/ND-CP regulating support policies for students and general schools in extremely disadvantaged communes and villages, Minister Nguyen Kim Son said that this Decree was only issued in 2016. During the actual implementation process, there were also shortcomings that the Ministry had also recognized, so the Ministry had also adjusted this Decree.
Minister of Education and Training Nguyen Kim Son spoke to explain and clarify some contents raised by National Assembly delegates.
Registering to speak at the discussion session, Deputy Duong Minh Anh (Hanoi delegation) presented the recommendations of voters in the education sector to the National Assembly, the Government and Government agencies regarding the implementation of salary policy reform according to Resolution 29 of the Central Executive Committee, that is, teachers' salaries are ranked highest in the administrative and career salary system.
Many voters in the education sector believe that this way of calculating salaries is not commensurate with the work that teachers receive, and is even lower than the current salaries of teachers.
“This will not create motivation for teachers to contribute. Besides, the salary increase is not clearly shown in the new proposed salary table,” said delegate Minh Anh.
To make a more substantial assessment of the results and quality of resolving and responding to voters' petitions, delegate Pham Dinh Thanh (Kon Tum delegation) requested that the National Assembly Standing Committee and the Petition Committee under the National Assembly Standing Committee continue to strengthen direction, supervision, monitoring, and urging the resolution and response to voters' petitions.
At the same time, it is requested that the Government and the Prime Minister pay attention to, direct, and thoroughly resolve the content of voters' petitions that fall under the responsibility and authority of the Government, the Prime Minister, and the ministries and branches under the Government.
