
On July 13th, in Can Tho City, Prime Minister Pham Minh Chinh chaired a conference on the implementation of the two-tiered local government model; the progress of key transportation projects; and the sustainable development plan for 1 million hectares of specialized rice cultivation in the Mekong Delta.
At the meeting, Deputy Minister of Agriculture and Environment Tran Thanh Nam said that localities in the Mekong Delta region have registered to participate in the project with a total area of 1.015 million hectares.
Since 2024, seven pilot models (each covering 50 hectares) have been implemented across two cropping seasons: summer-autumn and autumn-winter. In 2025, five more models will be added to expand the program.
In addition, localities have proactively implemented 101 pilot models with a total area of over 4,500 hectares.

Initial results from the high-quality, low-emission rice farming model show clear benefits in both economic and environmental terms.
Specifically, by the end of June 2025, harvests at pilot models showed a reduction in production costs of 8.2% - 24.2%; a 30-50% reduction in seed quantity; a 30-70 kg/ha reduction in chemical fertilizers; an average yield of 7.1 tons/ha (4% higher than outside the model); a guaranteed purchase price of 200-300 VND/kg higher for rice; a profit of 27 to 28 million VND/ha (4.6 to 4.8 million VND/ha higher than outside the model); and an average reduction in greenhouse gas emissions of 2-12 tons CO2 /ha…
The project currently involves 620 cooperatives and approximately 200 businesses providing inputs and outputs. Of the 232,000 hectares already implemented, about 68% has integrated input and output consumption.
Deputy Minister Tran Thanh Nam also shared the good news that "by the beginning of 2025, Vietnam had exported 500 tons of rice bearing the 'Green Vietnamese Rice with Low Emissions' label to Japan, opening up new prospects for Vietnam's rice industry."

At the conference, Prime Minister Pham Minh Chinh highly appreciated the initial results achieved by the project.
The Prime Minister stated that the project is of significant importance in ensuring food security and exports. Through the project, it also guarantees a market for rice for farmers, preventing the situation of "bumper harvest, low prices"; contributing to effectively responding to the increasingly severe effects of climate change, and stabilizing people's livelihoods.
In particular, the project will be one of the solutions to help enhance the brand of Vietnamese rice in the international market.
The Prime Minister instructed relevant ministries, sectors, and localities to continue finalizing the planning for the project by the third quarter of 2025; and to leverage the advantages of rice products from the project to build a Vietnamese rice brand for the international market.
In addition, we need to mobilize resources and preferential policies to jointly develop the project; and take advantage of rice agreements to ensure market access and increase income for farmers.
