Admission criteria and methods for the People's Security Academy in 2025.
In 2025, the People's Security Academy will recruit 540 students based on the following three admission methods:
Method 1: Direct admission according to the current admission regulations of the Ministry of Education and Training and the regulations of the Ministry of Public Security .
Object
- Eligibility: Candidates who have won awards as stipulated by the Ministry of Education and Training , and whose award was won no more than 03 (three) years prior to the date of direct admission consideration.
- Regarding the awards won:
+ Candidates in the national team participating in international science and technology competitions or candidates summoned to participate in the selection exam for the national team to participate in international or regional Olympiads as prescribed by the Ministry of Education and Training;
+ Candidates who win first prize in the national high school student excellence competition in Mathematics, Physics, Chemistry, Literature, History, and English;
+ Candidates who win first prize in the national high school science and technology competition will be admitted directly to the Information Technology and Cybersecurity and High-Tech Crime Prevention majors.
- Graduated from high school at the time of confirming enrollment.

- Application form for admission to the People's Police University (according to the form of the Ministry of Public Security) with 02 (two) 3x4 photos clearly stating full name and date of birth on the back.
- Application form for direct admission, following the template provided by the Ministry of Education and Training.
- A certified copy of the original certificate confirming the results of the award won by the contestant.
- A certified copy of the candidate's original high school transcript.
- A photocopy of the candidate's high school graduation exam notification (except for those exempt from the graduation exam as stipulated by the Ministry of Education and Training).
- A photocopy of the candidate's ID card/Citizen Identity Card.
- Candidates eligible for selection must pay a selection fee of 30,000 VND to the local police unit/unit (of which: local police unit/unit for preliminary selection: 15,000 VND, police academy: 15,000 VND).
Method 2: Selection based on a combination of international foreign language certificates and the results of an assessment test administered by the Ministry of Public Security.
Admission requirements
1) Foreign language certificate requirements
- Possess an international foreign language certificate that is no more than 2 (two) years old from the date of issuance to April 1, 2025, issued by an organization authorized by the Ministry of Education and Training. Home Edition foreign language certificates are not accepted.
The requirements for one of the following certificates are as follows:
English
+ IELTS (Academic) score of 5.5 or higher
+ TOEFL iBT score of 46 or higher, TOEIC (LR&SW) score of 600 or higher, and 242 or higher, respectively.
+ CEFR score of B2 or higher, SAT score of 1100 or higher; Chinese language proficiency at HSK 4 or higher.
1.2) Spanish language proficiency at DELE B2 level or higher
1.3) French language proficiency at DALF/DELF B2 level or higher
1.4) Russian language proficiency at TRKI (TORFL) level B2 or higher
1.5) German language proficiency at Goethe-Zertifikat/TEL B2 level or higher
1.6) Japanese language proficiency equivalent to JLPT N3 or higher
1.7) Korean language proficiency at TOPIK level 4 or higher
1.8) Italian language proficiency at CELI level 3 or higher.
2) Academic requirements
- Academic performance in grades 10, 11, and 12 must be rated "good" or higher. Specifically, the average score in foreign languages throughout high school must be 7.0 or higher.
For candidates currently in 12th grade, registration for preliminary selection is still possible. After the final grades for 12th grade are released, the regulations will determine whether the candidate meets the eligibility requirements.
- Graduated from high school at the time of confirming enrollment.
Regulations
1) Admission score
- The admission score is the sum of the international foreign language certificate score and the Ministry of Public Security's assessment test score, converted to a 30-point scale and rounded to two decimal places, plus regional and subject-specific priority points according to the regulations of the Ministry of Education and Training, and bonus points as stipulated by the Ministry of Public Security. The Training Department, in coordination with the Public Security schools, will announce the equivalent conversion in accordance with the regulations of the Ministry of Education and Training's admission regulations (the formula and ratios for calculating the admission score will be announced after guidance is received from the Training Department - Ministry of Public Security).

- A certified copy of the candidate's original high school transcript.
- A photocopy of the candidate's high school graduation exam notification slip.
- A photocopy of the candidate's ID card/Citizen Identity Card.
- Candidates eligible for selection must pay a selection fee of 30,000 VND to the local police unit/unit (of which: local police unit/unit for preliminary selection: 15,000 VND, police academy: 15,000 VND).
Application period
Candidates who intend to take an international foreign language certificate during the preliminary selection period are still allowed to register, but the official certificate exam date must be before May 30, 2025. The foreign language certificate must be completed and submitted to the People's Security Academy before June 15, 2025.
Method 3: Selection based on a combination of high school graduation exam results and the results of an assessment test administered by the Ministry of Public Security.
Object
- A conscripted police officer currently serving in the military.
- Citizens who have completed their service in the People's Public Security Force and have received a discharge decision within 12 months prior to the application month.
- Students in grade 11.
- Citizens residing in the locality where they register for preliminary selection.
Admission requirements
In addition to meeting the requirements stipulated by the Ministry of Education and Training, applicants must also fulfill the following conditions:
- Meeting the political and moral standards as stipulated in the current regulations of the Ministry of Public Security, specifically Circular No. 48/2023/TT-BCA dated October 10, 2023, issued by the Minister of Public Security, which regulates the political standards of police officers and soldiers, and Guidance No. 19119/X01-P6 dated November 23, 2023, issued by X01 and No. 19129/HD-TCCB dated November 23, 2023, issued by X01.
- Police conscripts must have served for 15 months or more up to the month of the recruitment exam; and have achieved a "Completed nhiệm vụ" (fulfillment of duties) rating or higher in the year immediately preceding the year of application.
- Citizens who have completed their service in the People's Public Security Force during their time in service, achieving a "Completed nhiệm vụ" (Task completed) level or higher each year, including at least 01 (one) year achieving a "Good performance" level.
- Citizens who have completed their service in the People's Public Security Force, citizens residing in the locality where they register for preliminary selection, and high school students (grades 11) who have achieved a GPA of "good" or higher in their high school years or equivalent, as indicated in their academic transcripts.
- Candidates who are active-duty police officers and candidates belonging to Category 01 must have achieved an academic performance of at least average (or above) as stated in their academic transcripts.
- Citizens who have completed their service in the People's Public Security Force, and high school students (T11) with a score of 6.5 or higher in each subject of the entrance examination combination for the People's Public Security Force; Citizens residing in the locality where they register for preliminary selection with a score of 7.0 or higher in each subject of the entrance examination combination for the People's Public Security Force; in the case of ethnic minorities, a score of 6.5 or higher in each subject of the entrance examination combination for the People's Public Security Force (currently serving police officers and candidates belonging to Category 01 are exempt from this condition).
- Students in grade 11 and citizens residing in the locality where they register for preliminary selection must have achieved a good or excellent conduct grade during their high school years or equivalent, be unmarried, and have no biological or adopted children as stipulated by law.
- As of the year of application, T11 students and citizens residing in the locality where they register for preliminary selection must not be over 22 years old, or over 25 years old in the case of ethnic minorities.
Regulations
1) Admission score
The admission score is the sum of the scores of the three subjects in the admission test combination for the Public Security Academy (accounting for 40%) and the score of the Ministry of Public Security's assessment test converted to a 30-point scale (accounting for 60%), rounded to two decimal places, plus regional priority points, priority points for specific groups according to the regulations of the Ministry of Education and Training, and bonus points as stipulated by the Ministry of Public Security.
