In 2025, the first batch of students under the new general education program will take the high school graduation exam. Candidates will take two compulsory subjects: Math, Literature and two elective subjects. To help students and teachers prepare for the exam, the Ministry of Education and Training has published sample exam questions for each subject.

Ms. Nguyen Thanh Thuy, a teacher at My Duc High School ( Hanoi ) said that the illustrative Math exam for the 2025 high school graduation exam has a significant change in the number of questions reduced from 50 to 22 with 3 multiple choice formats:
- Form 1 (3 points): familiar 4-choice multiple choice test with 12 questions at the level of quick recognition of concepts, definitions and formulas.
- Form 2 (4 points): consists of 4 questions, each question has 4 ideas and must answer those ideas true or false. Thus, this form requires students to answer 16 ideas and demonstrate a thorough understanding of the knowledge learned in the program.
- Form 3 (3 points): includes 6 questions applying general knowledge to solve and is also an innovative form given in essay form but only requires stating the final result in each question.
According to Ms. Thuy, the reason there are so few questions is because the Ministry of Education and Training has added a short answer multiple choice question format that requires students to think like an essay format.
The female teacher highly appreciated the Ministry of Education and Training's innovation in the format of multiple choice questions and answers. The new group of questions very well meets the goal of the new General Education Program on developing thinking and reasoning skills in mathematics. "Especially with the short answer question format (last 6 questions), students are required to know how to solve problems, no longer thinking randomly or using tricks to solve math problems like before," Ms. Thuy commented.
Prevent rote learning and guessing questions
Regarding the structure and sample questions for Literature, Mr. Hoang Le Tuan Anh, a teacher at My Hoa Hung High School ( An Giang ), supports the new exam structure, which "will minimize students' learning by rote and learning from sample texts."
Specifically, the reading comprehension section has 5 questions at 3 levels: 2 recognition questions, 2 comprehension questions, 1 application question. The writing section (text creation) is also divided into 2 parts: literary argumentation and social argumentation, but is reversed from the old style of writing a literary argumentative paragraph and writing a social argumentative essay.
The structure of the 2025 high school graduation exam has major adjustments compared to the present.
In the writing section, the literary argumentation has a sharp decrease in score (only 2 points) because there is a test of literary knowledge in reading comprehension and the requirement of this section also depends on the genre characteristics of a specific work. The social argumentation section only requires students to have awareness of social issues and writing skills to easily solve the requirements of the topic.
"Increasing the scores in the reading comprehension and social commentary sections helps to minimize the guessing and rote learning of candidates. At the same time, the new format of the test forces students to study hard to understand the essence instead of rote learning like before," said Mr. Tuan Anh.
During the learning process, if students meet the requirements in approaching, reading and understanding literary genres and practicing writing skills, it is not difficult for them to achieve 7.0 - 7.25 points.
Although some of the literature test materials are outside the textbook, the issues asked and the content of the text are not difficult, the questions do not delve into the artistic values and uniqueness of the text or require extensive comparison.
This will be a stepping stone for students to gradually get used to new assessments and tests and reorient their learning process right now to best prepare for the 2025 high school graduation exam.
According to a representative of the Department of Quality Management (Ministry of Education and Training), the 2025 high school graduation exam will change its form, structure, and format to match the competency assessment orientation that the new general education program is aiming for.
The 2025 high school graduation exam has two new multiple choice formats: true/false and short answer.
Explaining this change, a representative of the Ministry of Education and Training said that the high school graduation exam focuses on important competencies that are suitable for high school career orientation such as problem solving and creativity, calculation, and language skills. Therefore, the exam format was researched and developed in the direction of inheriting the advantages of the previous exam, while at the same time innovating to suit the goal of assessing competencies.
Currently, except for Literature, the remaining subjects are given multiple choice test format with four options. Therefore, the Ministry of Education and Training is researching some new multiple choice test formats, open-ended questions requiring short answers, to assess some other abilities of the candidates. Each test format has its advantages and disadvantages, and the Ministry of Education and Training has carefully calculated the feasibility.
The representative of the Ministry of Education and Training shared that the sample test according to the new format structure has been tested in the provinces/cities: Hanoi, Hai Phong, Ninh Binh, Gia Lai, Thai Nguyen with about 5,000 students.
The results of the test format structure experiment were analyzed according to classical and modern testing theories as recommended by the Educational Testing Service (ETS).
