At the dialogue, Ms. Phan Thi Huong and representatives of agencies, units, and Nong Son district listened to the Verification Team of the Department of Natural Resources and Environment report on the results of verifying Ms. Phan Thi Huong's complaint.
Specifically, Ms. Huong complained about Decision No. 2043 dated October 30, 2023 of the Chairman of Nong Son District People's Committee on administrative sanctions for violations in the field of land.
Decision No. 2043 on administrative sanctions in the field of land against Ms. Phan Thi Huong for encroaching on an area of 97.5 square meters of unused land. The fine is 5 million VND and Ms. Huong is required to dismantle the fence and return the encroached land.
The case was first resolved by the Chairman of Nong Son District People's Committee in Decision No. 2655 dated December 22, 2023, but Ms. Huong did not agree and continued to complain a second time to the Chairman of the Provincial People's Committee.
Through verification, the Department of Natural Resources and Environment said that the decision of the People's Committee of Nong Son district to administratively sanction Ms. Huong for land encroachment was correct in terms of the subject and behavior according to Decree No. 91 dated November 19, 2019 of the Government .
The Department of Natural Resources and Environment concluded that the content of Ms. Huong's complaint against Decision No. 2043 of the Chairman of the Nong Son District People's Committee has no legal basis for consideration and acceptance of the complaint; therefore, the resolution to reject Ms. Huong's complaint in Decision No. 2655 of the Chairman of the Nong Son District People's Committee on the initial settlement of Ms. Huong's complaint is in accordance with the provisions of law.
After listening to the opinions of agencies, units and localities, concluding the dialogue, Ms. Le Thuy Trinh - Deputy Director of the Department of Natural Resources and Environment explained and analyzed the contents and procedures for handling complaints and discussed legal regulations related to the case; at the same time, requested Ms. Phan Thi Huong to comply with the Decision on administrative sanction No. 2043 dated October 30, 2023 of the Chairman of Nong Son District People's Committee.
