Benchmark forecast may fall
According to the assessment of many teachers and admissions experts, in general, the 2025 high school graduation exam has many innovations in line with the goal of assessing students' abilities in the 2018 general education program. In particular, the Literature subject is suggestive and limits "cram learning". The Math subject has clearly changed according to the new program with increased difficulty and high requirements for applied thinking - the score range is predicted to be concentrated in the range of 6-7, very few candidates will achieve 9-10 points.

Similarly, the exam questions for elective subjects such as Foreign Languages, Physics, Chemistry, Biology, Information Technology, History, Geography, Economic and Legal Education, and Technology also show a trend of increasing comprehensive assessment of abilities, with high classification, while minimizing the element of luck. With the general level of this year's exam questions, many teachers predict that the exam score range is expected to be mainly concentrated in the range of 6-7. Traditional combinations such as A00, B00, D01 tend to differentiate clearly with common scores of 18-22, while the number of candidates scoring 25 points or more will not be much. This score range basically meets the graduation assessment goal, and at the same time, it is predicted that the university benchmark score will remain the same or decrease slightly in some majors.
Associate Professor Dr. Nguyen Dao Tung, Director of the Academy of Finance, predicts that in 2025, the average score of candidates will be lower than in previous years, so the admission score based on the high school graduation exam results ofeducational institutions is expected to decrease. In particular, the admission score of top universities may decrease by 3-5 points. The mid-ranking schools are expected to decrease by 3-4 points. Particularly for the Academy of Finance, Mr. Tung predicts that the admission score of some training majors may decrease by 3-4 points compared to last year. Therefore, the 2025 Admissions Council of the Academy of Finance is expected to reduce the admission score threshold for receiving applications by about 1 point compared to 2024.
Dr. Vo Thanh Hai, Vice President of Duy Tan University, also said that this year, the difficulty of the Math and English exams received the most public discussion. The remaining subjects met the candidates' wishes.
In particular, this year's Math exam also has a higher differentiation. Good and excellent students can get 8 points or more, good students can get 6-8 points, there is no uniformity in the level between good and good students like before. The English exam is also very differentiated, approaching the knowledge of international certificates. Only very good students can get 8 or 9 points. The exam is difficult but will not affect the graduation exam much because this year the graduation score calculation method has been adjusted by the Ministry of Education and Training in the direction of using 50% of the exam score and 50% of the transcript score. However, university entrance exam combinations with Math and English may have lower scores than previous years. For example, the combinations of Math, Physics, English; Math, Literature, English... Meanwhile, the standard score for combination C00 may remain stable as last year, while the subject combinations with Economic and Legal Education may have a slight increase.
There will be no more ceiling benchmarks.
One of the notable new points in the 2025 university admission regulations is that the Ministry of Education and Training requires all methods to be considered in the same round and these methods are all converted to a common score scale. Technically, when registering for admission, candidates do not need to register for the method or subject combination, the system will automatically select the method and subject combination with which the candidate has the highest result for consideration.
However, admissions experts note that candidates need to carefully read the university's admission plan, which clearly specifies the subject combinations and methods used for the majors they plan to apply for admission. This is to avoid missing out on opportunities. For example, a candidate has a very high aptitude test score compared to other methods, but that major or school does not use the aptitude test score method; if candidates do not know and still register their wishes, they will most likely miss out on the opportunity to be admitted.
Deputy Minister of Education and Training Hoang Minh Son said that in 2025, the Ministry of Education and Training will adjust the university and college admission regulations with many new points to overcome the situation of many majors' benchmark scores being close to the ceiling as in recent years. Accordingly, in 2025, the total added points will not exceed 10% of the maximum score of the admission scale.
"This year's university admission regulations have two new points on adding points and converting equivalent points so that there will no longer be a situation where 29 or 30 points are still not passed the university entrance exam. In 2024, the Ministry of Education and Training has issued regulations on priority points to gradually reduce this situation, but some schools still give unreasonably high bonus points and bonus points. This year, the Ministry of Education and Training controls the bonus points to no more than 10%, no matter how many bonus points there are, when adding up the total admission points, they will not exceed the maximum score threshold of the scale. If schools comply with this rule, there will be no situation where the benchmark score exceeds 30 points," Deputy Minister Hoang Minh Son emphasized.
Deputy Minister Hoang Minh Son also said that the previous high benchmark scores for some majors also stemmed from the unreasonable allocation of quotas between admission methods of each major. In 2025, the Ministry of Education and Training required schools to convert equivalent scores between admission methods. Thus, schools do not have to allocate quotas for admission methods to avoid risks when recruiting according to the quota of each method such as the difference in scores between methods being too large, some methods have very high admission scores, admission scores based on transcripts are lower than admission scores based on high school graduation exam results.
