Proposal for 340 million USD to upgrade 3 national highways connecting Laos and China

Accordingly, three national highways connecting to northern Laos and China will use loans from the World Bank, implemented within 5 years after the funding agreement takes effect, expected from 2025 - 2029.

National Highway 217 from Nghi Son to Na Meo border gate ( Thanh Hoa ) completed upgrading and expansion in June 2020.

Specifically, National Highway 279, Dien Bien - Tay Trang border gate (Dien Bien) section, has a total invested route length of more than 38 km.

It is expected to invest in renovating and upgrading this national highway to ensure the scale of technical standards of a level 3 plain road, 2 lanes, and a 12 m wide roadbed.

Highway 4H (section km 0+00 - km 47+00; section km 147+200 - km 165+500 and branch to A Pa Chai - Dien Bien border gate) over 94 km long will be invested in renovation and upgrading to ensure the scale of technical standards of grade 4 mountainous roads, 2 lanes.

National Highway 217, the section from National Highway 1 to Ho Chi Minh Road through Thanh Hoa province, over 52 km long, will be invested in renovation and upgrading to ensure the scale of technical standards of a grade 3 plain road, 2 lanes, and a roadbed width of 12 m.

In particular, the section from km 8+400 to km 13+255 will build a 17 m roadbed and 15 m road surface to synchronize with the scale of the central road of Bong urban area that is being invested in construction.

The synchronous and complete investment in Highway 217 according to the scale of the road network approved by the Prime Minister will create conditions for the development of trade between Vietnam and Laos through Na Meo border gate; facilitate connection with the North-South transport system and seaports in the region.

According to the proposal of the Department of Roads, the total investment is expected to be about 9,419 billion VND, equivalent to about 340 million USD.

Of which, the WB loan capital is about more than 7,500 billion VND, equivalent to about 315 million USD, used for pre-tax construction and equipment costs; pre-tax technical design consulting costs, construction drawing design consulting costs; pre-tax construction supervision consulting costs; and contingency costs for the above items.

Domestic counterpart capital of about 1,900 billion VND, equivalent to about 81 million USD, is used for remaining project management costs, construction investment consultancy, other costs; site clearance costs; taxes, fees; contingency costs.

According to the Department of Roads, the investment in the project contributes to improving traffic capacity, meeting the increasing demand for transportation, shortening the distance between border gates and seaports, reducing driving time, thereby reducing transportation costs, reducing environmental pollution, minimizing traffic accidents, serving the socio-economic development of the project area. Thereby, strengthening connectivity, contributing to promoting trade with Northern Laos and China.
