Accordingly, the Traffic Police Department proposed that in phase one (from August 15 to September 14), the speed and traffic flow for trucks on the Hanoi - Hai Phong expressway (from Km 0+000 to Km 105+417) will be organized according to the following plan: For the left lane next to the median strip (lane 1), the maximum speed will be 120km/h, the minimum speed will be 90km/h and trucks will be prohibited from operating on this lane. For the middle lane next to the left lane (lane 2), the maximum speed will be 100km/h, the minimum speed will be 80km/h and all cars will operate on this lane. For the outermost lane next to the emergency lane (lane 3), the maximum speed will be 100km/h, the minimum speed will be 60km/h, and all cars will operate on the lane.

At the Phap Van - Cau Gie expressway section (from Km 182+300 to Km 211+250), traffic organization and speed division and vehicle flow separation on one direction of the road are implemented as follows:
For the left lane next to the median strip (lane 1), the maximum speed is 100km/h, the minimum speed is 80km/h, trucks are prohibited from operating on this lane. The middle lane next to the left lane (lane 2) has a maximum speed of 100km/h, the minimum speed is 70km/h, all cars operate on the lane. The outer lane next to the emergency lane (lane 3) has a maximum speed of 100km/h, the minimum speed is 60km/h, all cars operate on the lane.
In the second phase (from September 15 to December 14), the Traffic Police Department plans to organize speed lanes and vehicle flow for trucks and passenger cars.
Specifically, on the Hanoi - Hai Phong expressway (from Km 0+000 to Km 105+417) and the Phap Van - Cau Gie expressway (from Km 182+300 to Km 211+250), the speed lane division is maintained as in phase one and trucks and passenger cars are prohibited from operating on the inner left lane close to the median strip (lane 1).
Traffic police also requested the Vietnam Road Administration to urgently install on gantries (or poles) maximum speed signs, minimum speed signs, no-vehicle signs, and lane division signs corresponding to each lane.
At the same time, paint maximum and minimum speed signs on the road surface according to the plans of each phase, repeat every 15-20km; check and repaint faded or peeling lane markings to fix them.
In addition, the organization places signs indicating the types of vehicles allowed to circulate in the lane at the non-stop toll gates at the toll station, ensuring compliance with the plan of each phase, to separate trucks and passenger cars to avoid conflicts with traffic flows and congestion at the toll station.
