Nghe An Provincial People 's Committee has just submitted to the Prime Minister a decision to establish a State Appraisal Council and organize the appraisal of the Pre-Feasibility Study Report, submit to the National Assembly for consideration and decision on the investment policy of the Vinh - Thanh Thuy Expressway Construction Project.
The Vinh - Thanh Thuy expressway construction investment project has the starting point at Km0+000 intersecting with the North - South expressway in the East, Dien Chau - Bai Vot section, at the Hung Tay intersection in Hung Nguyen commune, Nghe An province; the end point connects to Thanh Thuy border gate economic zone in the Thanh Thuy/Nam On border gate pair area (connecting to the planned starting point of Thanh Thuy border gate economic zone).
The total length of the Project is about 60 km, passing through 9 communes, including: Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam and Kim Bang, Nghe An province.
According to the road network planning for the 2021-2030 period, with a vision to 2050, the Vinh - Thanh Thuy expressway has a scale of 6 complete expressway lanes, a design speed of 100 km/h (difficult sections have a design speed of 60 - 80 km/h); the roadbed width for the section with a design speed of 100 km/h is 32.25 m; the section with a design speed of 60 - 80 km/h is 29 m.
However, based on the results of transport demand forecast, the results of calculating the demand for lanes and the ability to balance resources, the Project proposes an investment scale of a complete 4-lane expressway, with a roadbed width of 22 m - 24.75 m; bridges on the route with a scale of 6 complete lanes; locations for deep excavation and elevation with a scale of 6 complete lanes; and site clearance within the scope of 6 lanes.
It is estimated that the total land area occupied by the Project is about 648 hectares (including land for main roads, service roads, dumping sites, storage sites, etc.); the number of affected households is expected to be about 2,833 households, with about 221 households to be resettled.
Based on the volume calculated according to the preliminary design; preliminary scope and volume of site clearance; system of norms, construction unit prices, unit prices of land and assets, related regimes and policies on construction investment, compensation, support and resettlement; investment rate announced by the Ministry of Construction ; referring to investment rates of similar projects in the area, Nghe An Provincial People's Committee preliminarily determined the total investment of the Project at about 23,950 billion VND.
Estimated costs are as follows: compensation, support and resettlement costs are VND 2,822 billion; construction and equipment costs are VND 16,756 billion; project management, consulting and other costs are VND 1,005 billion; contingency costs are VND 3,367 billion.
The project proposes to use state budget capital from the following sources: Increased central budget revenue in 2024; central budget and local budget for the period 2026 - 2030.
Nghe An Provincial People's Committee proposed to prepare for construction of Vinh - Thanh Thuy Expressway from 2025; site clearance from 2025; construction implementation in 2026, basically completion in 2028; put into operation in 2029 and complete settlement procedures in 2030.
The Hanoi - Vientiane Expressway project forms the shortest high-speed route connecting the capital Hanoi of Vietnam to the capital Vientiane of Laos, creating favorable conditions for high-speed traffic from Vientiane to coastal economic zones of Vietnam in general and Nghe An province in particular.
The Hanoi - Vientiane Expressway is the premise for forming a development axis in the East - West economic corridor, connecting countries in the Mekong River, Indian Ocean and Pacific Ocean regions, shortening the distance and transportation time compared to sea routes.
This will be an important traffic artery promoting connectivity to support socio-economic development of the two countries, the region and Nghe An province.
Therefore, the investment and completion of the Vinh - Thanh Thuy expressway project contributes to the formation of the Hanoi - Vientiane expressway, which will improve transport capacity, traffic speed, and enhance traffic safety and order.
The project also connects markets, promotes regional economic development, creates more space for urban, industrial, service and tourism development, creates resources from land exploitation, contributes to shifting growth models and structures, and contributes to ensuring national defense, security, and poverty reduction.
