Proposal for continuing education teachers to have 1-2 months of summer vacation

Draft Circular regulating working regime for teachers teaching at continuing education centers, vocational education - continuing education centers, including: working time, annual leave time, teaching period norms, regime of reducing teaching period norms and converting other activities into teaching periods.

The draft Circular also stipulates working hours, annual leave and teaching hour norms.

Specifically, the working time of teachers teaching the continuing education program includes: 37 weeks (including 35 weeks of actual teaching and 2 weeks of reserve) teaching the contents of the continuing education program; 3 weeks of study and training to improve qualifications; the number of weeks performing other tasks as required by professional activities.

The working time of teachers teaching elementary vocational training programs includes: 42 weeks of teaching elementary vocational training programs; 2 weeks of studying and improving qualifications; 2 weeks of internship at enterprises or professional agencies; and the number of weeks of performing other tasks as required by professional activities.

The Ministry of Education and Training proposed to regulate teachers' summer vacation time according to the rules and regulations of continuing education institutions with a maximum of 8 weeks and a minimum of 4 weeks.

During the summer break, teachers participate in training and development according to job requirements, participate in high school graduation exams, enrollment, teach classes according to the training and development program, and participate in educational activities of the center when summoned.

The draft Circular does not stipulate summer vacation time for directors and deputy directors as for principals and vice principals of general schools due to the nature of the center's work, which involves many educational and training activities during students' summer vacation.

However, allowing the center to arrange summer vacation time for teachers holding the position of educational institution management staff must be stipulated in the center's rules and regulations. Summer vacation time must be flexibly arranged to ensure that the center's activities take place normally and tasks are completed when assigned by competent authorities.

According to the proposal of the drafting agency, the regulation unifies the average teaching period per week for teachers teaching the regular education program to 17 periods to ensure consistency, due to the fact that this teacher teaches both the junior high school program and the high school program.

To ensure teaching quality, the draft circular stipulates that the total number of reduced and converted periods for teachers' concurrent duties in 1 week must not exceed 50% of the average number of teaching periods in 1 week.
