Non-public schools in Ho Chi Minh City are not allowed to increase tuition fees by more than 10% in the new school year.

GD&TĐ - The Ho Chi Minh City Department of Education and Training has announced that private schools and schools with foreign investment are not allowed to increase tuition fees by more than 10% in the 2025-2026 school year.

The Department of Education and Training of Ho Chi Minh City has just issued guidelines for organizing educational activities after licensing for high schools, multi-level general schools (with the highest level being high school), and foreign-invested kindergartens and general schools in the area.

Accordingly, private schools and foreign-invested schools are not allowed to increase tuition fees by more than 10% in the new school year, and other educational services are not allowed to increase by more than 15%. If the fee is adjusted, the school must make a supplementary declaration to the Department at least 10 days before applying and is not allowed to collect fees before completing the declaration.

Tuition fees are only collected for a maximum of 9 months/school year, not collected for multiple years or the entire course. In case of an educational investment cooperation contract, the unit must promptly report to the Department of Education and Training of Ho Chi Minh City.

Educational institutions must publicly disclose information on their websites, including: General information, quality assurance conditions, educational plans and results. Schools implementing foreign or integrated programs must also publicly disclose: program name, associated partners, foreign quality accreditation or accreditation agencies. If not publicly disclosed or incompletely disclosed, the Department will forward the information to the competent authority for handling.

Regarding organization of activities, schools are only allowed to operate at licensed locations and must use the correct school name according to the establishment decision.

Regarding enrollment: Domestic schools are only allowed to enroll within the quota assigned by the Department each year; Foreign-invested schools are not allowed to exceed the scale stated in the establishment project or investment registration certificate. The proportion of Vietnamese students studying foreign programs must not exceed 50% of the total number of students studying this program at the school.

Educational institutions are not allowed to advertise or recruit students at locations where they are not allowed to operate. The Admissions Council is responsible for any violations of regulations.
