The Ho Chi Minh City - Long Thanh expressway section is proposed to be expanded to 8-10 lanes, with a total estimated investment of over 15,300 billion VND.
Speaking to reporters, a representative of Project Management Board 7 said that recently, the unit submitted a proposal to the Ministry of Construction for appraisal of the investment policy for the expansion project of the Ho Chi Minh City - Long Thanh expressway section.

According to the proposed plan, the expanded route will have a total length of nearly 22km. The project's starting point is at Km 4+000 (Ring Road 2 intersection) in Thu Duc City, Ho Chi Minh City.
The endpoint is at Km 25+920 (Bien Hoa - Vung Tau Expressway interchange) in Long Thanh district, Dong Nai province.
In terms of scale, the elevated section of Ring Road 2 - Ring Road 3 (Km 4+000 – Km 8+44.5) will be widened by 7.75m on each side to achieve 8 lanes. The total bridge width will be 42m, comprising 2 sections.
The section from Ring Road 3 to the Bien Hoa - Vung Tau Expressway interchange (Km 8+44.5 - Km 25+920) will be expanded to 10 lanes.
Specifically, the road section is widened by 11m on each side, with a roadbed width of 49.5m. The bridge section is also widened by 11.5m on each side, with a total bridge width of 49.5m, comprising 2 sections.
Specifically, the Long Thanh Bridge (over 2,300m long) will have a new bridge section constructed with a complete 5-lane configuration (including an emergency stopping lane), and a width of 23.75m. The existing Long Thanh Bridge will retain its current scale with 4 complete lanes (including an emergency stopping lane) and a width of 19.75m.
With the above plan, the preliminary total investment for the project is approximately over 15,337 billion VND. This includes over 967 billion VND for compensation, support, and resettlement; over 11,116 billion VND for construction; nearly 99 billion VND for equipment; over 1,126 billion VND for project management, consulting, and other costs; and over 1,980 billion VND for contingency costs.
The proposed funding for the project will come from the increased revenue of the central government budget in 2024.
For implementation, the project is proposed to be divided into 3 sub-projects.
Specifically, component project 1: investment in expanding the Ho Chi Minh City - Long Thanh section of the expressway.
Component Project 2: Compensation, support, and resettlement project for the section passing through Ho Chi Minh City.
Component Project 3: Compensation, support, and resettlement project for the section passing through Dong Nai province.
According to the project schedule, construction will begin in the third quarter of 2025 and be substantially completed in 2026.
"To commence and complete the project in sync with the Long Thanh International Airport project, Project Management Board 7 has considered proposing to competent authorities the application of some specific mechanisms and policies related to contractor selection; procedures for preparing, verifying, and appraising feasibility studies, technical designs, and land clearance," a representative of Project Management Board 7 informed.
According to Project Management Board 7, statistics from the time of its opening to date (2015 to the end of 2023) show that the volume of vehicles traveling on the Ho Chi Minh City - Long Thanh - Dau Giay expressway has continuously increased, averaging approximately 10.82% per year.
According to calculations, the traffic demand on the Ho Chi Minh City - Long Thanh - Dau Giay expressway, the section from the An Phu interchange to the Bien Hoa - Vung Tau expressway interchange (Km0 - Km25+920), has reached its capacity limit with 4 lanes.
With its current 4-lane capacity, the section from the An Phu interchange to the Bien Hoa - Vung Tau expressway interchange is insufficient to meet transportation needs, especially when phase 1 of Long Thanh International Airport becomes operational. Studying and investing in expanding the Ho Chi Minh City - Long Thanh expressway project is therefore essential and urgent.
