Proposal to establish a committee to investigate the helicopter crash in Ha Long Bay

The Ministry of Transport has just sent a report to the Prime Minister and Deputy Prime Minister Tran Luu Quang about the incident. The report stated that, based on Annex 13 of the 1944 Chicago Convention, based on Article 106 of the Law on Civil Aviation of Vietnam and the Government's Decree on investigation of civil aircraft incidents and accidents, the Ministry of Transport proposed that the Prime Minister establish an Aircraft Accident Investigation Committee.

The participants include representatives from the Ministry of Transport; Ministry of National Defense; Civil Aviation Authority of Vietnam; Government Office ; representatives from the country that designs and manufactures aircraft (Canada); representatives from the country that designs and manufactures engines (France) and experts.

Previously, on April 5, an accident occurred involving the helicopter BELL 505, registered in Vietnam as VN-8650, in the sea area bordering Gia Luan commune, Cat Hai district, Hai Phong city.

Bell 505 helicopter flight 8650 took off from Tuan Chau parking lot at 16:56 for a 10-minute sightseeing flight.

Helicopter wreckage recovered

At the end of the flight at 17:05, the field commander did not receive any contact from the pilot and reported to the Northern Helicopter Company Headquarters. At about 17:25, the field commander received information about the accident from the people.

Currently, the search and rescue work for the Bell 505 aircraft accident with registration number VN-8650 has ended, the bodies of the pilot and 4 passengers have been found and handed over to their families...

Aircraft design and engine manufacturing companies join investigation

In compliance with the provisions of Annex 13 of the Chicago Convention of the International Civil Aviation Organization, of which Vietnam is a member state, the Civil Aviation Authority of Vietnam has notified the countries involved in the accident of the Bell 505 aircraft, registration number VN-8650.

Accordingly, the Civil Aviation Authority of Vietnam has reported to the aircraft design and manufacturing organization (BELL), the aircraft engine design and manufacturing organization (SAFRAN), the Transportation Safety Board (TSB) of Canada (the country that designs and manufactures the aircraft) and the Civil Aviation Safety Board BEA of France (the country that designs and manufactures the aircraft engine).

The Civil Aviation Authority of Vietnam has received letters from the aircraft design and manufacturing organization (BELL) and the aircraft engine design and manufacturing organization (SAFRAN), the Transport Safety Board (TSB) of Canada and the Civil Aviation Safety Board BEA of France requesting support and proposing to send representatives to participate in the accident investigation.

The BELL 505 helicopter is a single-engine American/Canadian light helicopter developed and manufactured by Bell Helicopter and certified by Canadian, American, and European aviation authorities.

BELL - 505 helicopters are imported into Vietnam to serve defense, security, search and rescue, sightseeing and tourism missions.
