TPO - The People's Committee of Khanh Hoa province has proposed to the Ministry of Transport to add the construction of Van Phong International Airport to the planning under the public-private partnership (PPP) model, with a total investment of approximately over 9,200 billion VND in the initial phase.

On October 26th, the People's Committee of Khanh Hoa province announced that it had sent a document to the Ministry of Transport and the Civil Aviation Authority of Vietnam regarding the acceptance and refinement of the research project on the feasibility of establishing Van Phong International Airport.

Specifically, the airport will be located in Van Thang commune (Van Ninh district), approximately 65km south of Nha Trang city, 108km south of Cam Ranh International Airport, and 48km north of Tuy Hoa Airport (Phu Yen). The total planned land area for the airport is over 497 hectares, with the project implementation period from 2023 to 2029.

The initial investment plan for Van Phong International Airport is designed with a capacity of 1.5 million passengers per year (equivalent to 600 passengers per hour during peak times) according to ICAO Level 4E design standards and Level I military airport standards. The planned airport area is located entirely on the coastal waters, with no residential areas, protected forests, mangrove forests, historical relics, or planned areas for boat anchorages or storm shelters.

Previously, the People's Committee of Khanh Hoa province proposed three options for the construction of Van Phong International Airport and recommended a public-private partnership (PPP) investment model. In this latest document, the People's Committee of Khanh Hoa province proposes the investment model for the construction of the airport according to option 3. Under option 3, the State will call on PPP investors to build the airfield facilities, civil aviation area, and connecting transportation system after the State hands over a cleared site.

Regarding the operational model, the State manages and operates the facilities ensuring flight operations; the PPP investor manages and operates the airfield and civil aviation facilities at Van Phong International Airport. The total investment for the initial construction phase is approximately over 9,200 billion VND, of which the State budget accounts for about 2,150 billion VND and private sector investment accounts for about 7,060 billion VND.

According to the People's Committee of Khanh Hoa province, to ensure that the state capital invested from the budget is reasonable, feasible, and effective in accordance with the law, a specific mechanism and policy are needed for the project. After the Prime Minister approves the plan, the People's Committee of Khanh Hoa province will call on strategic domestic and foreign investors to participate in researching and investing in the construction of Van Phong International Airport under the PPP (Public-Private Partnership) method.
