Removing land-related bottlenecks to accelerate key projects.

In late May 2026, the sounds of drilling machines and material transport vehicles echoed continuously across many key transportation construction sites in Hanoi. From Ngoc Hoi Bridge and Van Phuc Bridge to Ring Road 4, Tam Trinh Road, and Hoang Cau - Voi Phuc, the bustling construction atmosphere revealed a clear trend: wherever land was handed over early, construction accelerated.

Behind these developments lies the decisive involvement of local authorities in land clearance – a stage that has been considered a "bottleneck" for many infrastructure projects for many years.

With early land handover, construction of bridges over the Red River is progressing rapidly.

These days, dozens of construction teams are working diligently on the Ngoc Hoi bridge construction site, closely adhering to the schedule. In the middle of the Red River embankment, pile drilling equipment and specialized cranes are operating continuously. It's hard to imagine that just over a year ago, this area was still an agricultural production zone for hundreds of households.

According to the Hanoi Department of Agriculture and Environment, to date, four out of seven bridge projects across the Red River, including Hong Ha, Me So, Van Phuc, and Ngoc Hoi, have completed land clearance. The Tu Lien bridge project has reached approximately 98.4% of its land clearance volume, while the Tran Hung Dao bridge project has reached over 96%.

Specifically for the Ngoc Hoi Bridge project, the entire 32.6 hectares of land within the city have been handed over to the investor. Of these, Bat Trang commune was the first locality to complete all land clearance work for the project.

To implement the project, Bat Trang commune had to reclaim more than 17 hectares of agricultural land outside the Red River floodplain, directly affecting 384 households. Despite the large volume of work, the implementation process proceeded smoothly thanks to the coordinated efforts of the Party committee, government, and mass organizations.

Mr. Trieu Thanh Tung, Deputy Director of the Investment and Infrastructure Project Management Board of Bat Trang commune, said that throughout the implementation process, the forces closely coordinated with village heads, neighborhood leaders, and political and social organizations to disseminate information, mobilize support, engage in dialogue, and promptly address people's requests. Compensation and support schemes were fully implemented according to regulations, ensuring a harmonious balance of interests between the State and the people.

The timely handover of the site has facilitated the simultaneous deployment of various components by contractors. Following the groundbreaking ceremony on August 19, 2025, the project has now completed 80 out of 80 bored piles for the two main towers. On the construction site, 18 construction teams are simultaneously working on the approach bridges, pier foundations, pier shafts, and girder casting. The Ngoc Hoi Bridge is expected to be completed before the APEC 2027 Conference.

At the Van Phuc bridge project, the entire area of ​​nearly 29 hectares has been handed over to the contractor. Thanks to this, the construction units organized four construction teams following the "three shifts, four teams" principle, simultaneously implementing multiple items from the main bridge over the river to the approach bridges and bridgehead roads.

To date, the main bridge section has completed 72 out of 102 bored piles; the viaduct and approach bridge sections have completed 346 out of 713 bored piles. Hundreds of girder segments have been pre-cast for subsequent phases. According to the plan, the project will be completed and open to traffic in the fourth quarter of 2027.

Not only the Ngoc Hoi Bridge or the Van Phuc Bridge, but also the results of land clearance at the Hong Ha, Me So, Tu Lien, and Tran Hung Dao bridge projects are creating favorable conditions for investors to proactively organize construction, gradually forming a transportation network connecting the two banks of the Red River, expanding the development space of the capital city.

Clearing land for strategic routes.

While bridges across the Red River are gradually connecting new development areas of the capital, the effectiveness of land clearance work is also evident in every meter of road construction carried out each day in key road projects.

The Ring Road 1 project, specifically the Hoang Cau - Voi Phuc section, is showing significant progress after years of difficulties with land acquisition. Contractors have mobilized machinery and equipment and are continuously working to catch up on the schedule. The work volume currently stands at approximately 40%, with completion expected by the end of 2026.

The project spans approximately 2.27 km with a total investment of over 7,200 billion VND. Upon completion, the road will contribute to completing the Ring Road 1 as planned, reducing traffic pressure in the inner city area.

Not far away, at the Tam Trinh road expansion project, many rows of houses that used to be right next to the road have been demolished. Large open spaces, hundreds of meters wide, have appeared, replacing the previously densely packed houses, creating favorable conditions for contractors to simultaneously implement many project components.

The project, approximately 3.5km long with a total investment of over 3,350 billion VND, passes through Hoang Mai, Tuong Mai, and Vinh Tuy wards, affecting about 1,600 households and many agencies and organizations.

According to Trieu Hai Van, Chairman of the Vietnam Fatherland Front Committee of Hoang Mai Ward, since the beginning of 2026, the Fatherland Front and political and social organizations of the ward have coordinated with the government to establish working groups that directly visit each household to disseminate information, mobilize support, and engage in dialogue.

Mr. Trieu Hai Van stated that the biggest challenge in land clearance work is addressing people's concerns regarding new housing, their children's education, and changes in their lives after relocation. The persistent listening, explanation, and support of local officials have contributed to achieving consensus and positive results in land clearance.

The site has now been largely handed over to the contractors. On the construction site, the contractors are focusing on implementing various items from the area of ​​alley 885 Tam Trinh towards Ring Road 3, while also continuing to add more construction teams to accelerate progress.

In the Ring Road 4 - Capital Region project, land clearance work has been largely completed, creating favorable conditions for the entire route to enter the acceleration phase.

According to the Hanoi Transport Construction Investment Project Management Board, the total area of ​​land cleared along the entire route has reached approximately 1,426 hectares, equivalent to 100% of the plan. Many resettlement areas and large-scale technical infrastructure projects have been relocated and handed over to the investor.

Observations at the parallel road section passing through Thuong Tin commune show that, after more than 30 months of implementation, the appearance of the construction site has changed significantly. Many sections have been completed with asphalt concrete paving. Machinery and workers continue to work continuously to take advantage of favorable weather conditions.

Mr. Tran Viet Son, the project manager for package number 11, said that the unit currently mobilizes about 20 specialized pieces of equipment along with nearly 40 engineers and workers. The volume of work completed has reached about 85% of the contract value; more than 3km of road surface has been paved with asphalt concrete. The contractor is striving to complete all the work in the third quarter of 2026.

In the PPP (public-private partnership) component of the expressway project, 9 out of 12 bidding packages are being implemented simultaneously. Key items such as the Hong Ha Bridge, Me So Bridge, Hoai Thuong Bridge, and elevated bridge sections are being accelerated to ensure the completion of major bridges before APEC 2027 and the entire route in 2027.

From riverbanks where new bridges are gradually being built to strategic routes that have been hampered by land acquisition issues for years, construction progress is accelerating every day. This result not only reflects the effectiveness of land clearance work but also shows the city's determination to bring key projects to completion ahead of schedule.

At a meeting of the Steering Committee for land clearance of investment projects in the city at the end of May, Comrade Nguyen Trong Dong, Member of the Central Committee of the Party and Standing Deputy Secretary of the Hanoi City Party Committee, requested that investors and contractors promptly commence construction as soon as land is cleared, preventing situations where land has been cleared but construction is delayed. The ultimate goal is not only to disburse public investment capital, but also to bring projects into operation as soon as possible, maximize investment efficiency, create momentum for growth, and expand the development space for the Capital city.
