Proposed planning for Phu Quoc airport with capacity of up to 18 million passengers/year
In the period of 2021-2030, Phu Quoc International Airport is planning a new passenger terminal T2 to the east of the existing passenger terminal T1, with a capacity of about 6 million passengers/year.

The Civil Aviation Authority of Vietnam has just requested the Ministry of Transport to review and implement procedures for appraising and approving the planning dossier of Phu Quoc International Airport for the 2021-2030 period, with a vision to 2050.
According to the proposal, the location and function in the national civil airport network of Phu Quoc International Airport is an international airport; the nature of use is an airport for shared civil and military use.
In the period 2021-2030, Phu Quoc International Airport will be a 4E airport (according to the standard code of the International Civil Aviation Organization ICAO) and a level II military airport; capacity: 10 million passengers/year and 25,000 tons of cargo/year.
The total number of aircraft parking positions at Phu Quoc International Airport during this period is 30 positions (5 code E, 25 code C) with operating aircraft types being B747, B787, A350 and equivalent; the landing approach method is using precision landing gear according to CAT II standards.
Regarding the vision to 2050, Phu Quoc International Airport will still have a 4E airport level and a level II military airport; capacity of 18 million passengers/year and 50,000 tons of cargo/year.
During this period, Phu Quoc International Airport has a total of 45 aircraft parking positions (9 code E, 36 code C) with operating aircraft types of B747, B787, A350 and equivalent; the landing approach method is using precision landing gear according to CAT II standards.
Regarding the airport infrastructure planning, the Civil Aviation Authority of Vietnam proposes that in the period of 2021 - 2030, the existing runway (runway 1) will be upgraded, and the existing runway will be extended to a size of 3,300m x 45m when needed, with material margins according to regulations.
At the same time, planning runway No. 2 with dimensions of 3000m x 45m, 360m north of the existing runway centerline, material curb size according to regulations.
With a vision to 2050, Phu Quoc International Airport is proposed to maintain the runway configuration that was planned in the previous phase.
Regarding the planning of passenger and cargo terminals, the Civil Aviation Authority of Vietnam recommends that in the period of 2021 - 2030, the existing T1 terminal with a capacity of 4 million passengers/year will be maintained to serve domestic and international operations; a new T2 passenger terminal will be planned to the east of the existing T1 passenger terminal, with a capacity of about 6 million passengers/year; and land will be reserved to expand the passenger terminal when needed.
Also in the 2021-2030 period, Phu Quoc International Airport is proposed to plan a general aviation terminal in the southwest area of the airport when needed, ensuring land funds for long-term development needs.
With a vision to 2050, Phu Quoc International Airport is recommended to maintain the existing T1 terminal with a capacity of 4 million passengers/year, serving domestic operations; planning to expand T2 passenger terminal to ensure a capacity of about 8 million passengers/year, serving domestic operations.
During this period, Phu Quoc International Airport is also planning to add passenger terminal T3 to the west of passenger terminal T1, with a capacity of about 6 million passengers/year, serving international operations.
The total land use demand of Phu Quoc International Airport in the period of 2021-2030 is 860.51 hectares, of which the existing land area of Phu Quoc International Airport is 851.67 hectares; the expected additional land area is 8.83 hectares.
The land area at Phu Quoc International Airport will include: the land area for the shared airport area managed by civil aviation is 379.57 hectares; the land area for civil aviation is 410.74 hectares; the military land area is 70.2 hectares.
According to the Civil Aviation Authority of Vietnam, the Aviation Transport Development Plan for the period up to 2020 and orientation to 2030 has determined the planning target for Phu Quoc International Airport to be 4 million passengers/year by 2020 and 10 million passengers/year by 2030.
According to the planning dossier for the development of the national airport system approved by the Prime Minister in Decision No. 648/QD-TTg dated June 7, 2023, Phu Quoc International Airport is determined to expand to reach a capacity of 10 million passengers/year in the period 2021-2030; with a vision to 2050, it will continue to expand to reach a capacity of 18 million passengers/year.
Therefore, it is necessary to review and plan Phu Quoc International Airport for the period 2021-2030, with a vision to 2050, to ensure compliance with Decision No. 648/QD-TTg dated June 7, 2023 of the Prime Minister.
The planning of Phu Quoc International Airport towards 2030 was approved by the Prime Minister in Decision No. 1680/QD-TTg dated November 10, 2008, defining the planning target as a level 4E airport; receiving 7 million passengers/year, and 27,600 tons of cargo/year.
According to the Civil Aviation Authority of Vietnam, after 16 years of implementing the planning, many targets and parameters have been achieved and some infrastructures are overloaded, requiring new planning with a longer planning period, so it is necessary to review and update the planning of Phu Quoc International Airport.
In addition, the current Planning of Kien Giang province for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister in Decision No. 1289/QD-TTg dated November 3, 2023, which updates development data over the past years, identifies new goals, visions, and orientations along with synchronous planning of the province's general transport and infrastructure systems, while meeting the demand for air transport to and from Kien Giang province.
“Therefore, planning Phu Quoc International Airport is necessary, ensuring consistency with the Master Plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050, and with the general planning of Kien Giang province, while meeting the requirements of socio-economic development, national security and defense, and growth of the aviation industry,” emphasized the leader of the Civil Aviation Authority of Vietnam.
