Proposal to collect tolls on the North-South expressway in the East

TPO - The Ministry of Construction has just proposed that the Government consider and allow toll collection on the eastern North-South expressway sections invested by the State, to be repaid to the central budget. During the toll collection process, based on the actual situation, the expressway sections will be expanded under the public-private partnership (PPP) method.

According to the proposal of the Ministry of Construction , the time to collect tolls on public investment expressways is expected to start from January 2026. In case an investor is selected to expand the North-South expressway in the East to 6-12 lanes under the PPP method, the toll collection work will be handed over.

During the toll collection process, based on the actual situation, the expansion of expressway sections will be implemented under the PPP method. In particular, the study will consider the formation of a number of large-scale projects (Northern and Southern regions).

"This plan ensures consistency and synchronization throughout the entire investment process, optimizes management, operation and exploitation costs throughout the project's life cycle, and is capable of attracting investors with strong financial potential and willing to accompany the project long-term," the Ministry of Construction's proposal emphasized.

According to the proposal of the Ministry of Construction, the time to implement the highway expansion should be considered after the completion of the warranty work of contractors according to previous public investment projects. This is to avoid arising related legal disputes and limit public misunderstanding about the re-construction of recently completed items.

The North-South Eastern Expressway Project has a total length of about 2,063km. The starting point is at Huu Nghi border gate, Lang Son province; the end point is in Ca Mau city, with a scale of 6-12 lanes. To date, the entire route has been put into operation for 1,443km, with about 597km under construction (by the end of 2025, 554km will be completed, with 43km remaining), mainly with a limited scale of 4 lanes.

Currently, in addition to the sections being expanded, by the end of this year there will be about 1,222km of expressway with a limited 4-lane scale, mainly concentrated in the following sections: Mai Son - Cam Lo, Quang Ngai - Vinh Hao and My Thuan - Ca Mau. In addition, some sections of the project are being studied and invested in according to the scale of complete expressways such as: Cau Gie - Ninh Binh , Cao Bo - Mai Son, Cam Lo - La Son, La Son - Hoa Lien, Ho Chi Minh City - Long Thanh, Ho Chi Minh City - Trung Luong - My Thuan.

The transport and construction management agency proposed to focus on prioritizing the expansion to meet expressway standards for the sections of the Hanoi - Ho Chi Minh City section. Regarding scale, to avoid multiple investments, the Ministry of Construction proposed the scale after expansion to reach 6 complete lanes according to the plan, with a total investment of more than 152,100 billion VND.
