Accordingly, Branch Office No. 2 of the Land Registration Office (under the Ho Chi Minh City Land Registration Office) has implemented the registration process for security measures for mortgage applications, applicable to land and house certificates (land ownership certificates) with valid QR codes, on the National Public Service Portal (https://dichvucong.gov.vn) online throughout the entire process.
Specifically, regarding the registration of secured transactions, citizens can choose from three methods: firstly, submitting the entire application online; secondly, submitting a portion online; and thirdly, submitting it directly at Branch Office No. 2 of the Land Registration Office.
If citizens choose the full-process online application method, they do not need to go to a branch office; they can complete the entire process online from their computer or phone.
For the partial online application method, citizens only need to submit their application once to receive the results.
Meanwhile, with the in-person method, people have to travel twice: once to submit their application and once to collect the results.
However, all three methods only take 8 hours to process the application.

At Branch Office No. 2 of the Land Registration Office, citizens can complete all land and property-related procedures entirely online.

Furthermore, for land and property transfer documents such as buying, selling, gifting, inheritance, and updating property information on the land title certificate, citizens can also submit applications online from home using their phones without having to travel to the relevant authorities. Applications are submitted through the National Public Service Portal. After successful submission, the system will return a one-stop application receipt code.
Regulations stipulate that within 2 to 3 hours of a citizen submitting an application, the one-stop service center must check and accept the application. If the application meets the requirements, it is accepted at the one-stop service center, a receipt is printed and included with the application, and it is transferred to the land information system software (VBDLIS) for processing. If the application does not meet the requirements, it is rejected, and the rejection details are entered.
The land and property processing department will check if the file is blocked, disputed, etc., then make changes in the software, print drafts, prepare reports, receipts, tax transfer slips, and print the land ownership certificate for the leader to sign and approve. They will also send the tax transfer slip to the tax authority to determine the financial obligations.
The tax department will send text messages to citizens regarding the amount of taxes and fees to be paid, or any cases where exemptions are applicable. After paying the taxes, citizens will bring the payment receipt along with the original land ownership certificate to the branch office to register the changes on the certificate. They will then receive the updated information on the certificate within one day. With this method, citizens only need to visit once to receive the results for new certificate issuance and twice for updating the information on an old certificate.

People will have less travel and the process of obtaining land and property documents will be faster.

According to Mr. Tran Dinh Quan, Director of Branch Office No. 2 of the Land Registration Office, to ensure speed and convenience for citizens, the office has directed the entire system to prioritize and promote the acceptance of online applications. When citizens submit their applications, the land ownership certificate will be pre-printed with the necessary information, and once the necessary steps are completed, especially the fulfillment of tax and fee obligations, it can be issued immediately.
"The traditional method of handling applications has always been direct. This means citizens bring their documents to the office, the authorities inspect, process, stamp, and return the results. Therefore, switching to receiving applications online, either fully or partially, will help reduce inconvenience for citizens by eliminating the need for multiple trips and shortening the time required for administrative procedures related to land and housing at the branch," Mr. Tran Dinh Quan stated, adding that the regulation aims to promote proactiveness, creativity, and enhance the role and responsibility of officials and civil servants in performing their professional duties. It also aims to maximize coordination to create synergy, uniformity, and effectiveness in implementing administrative reform targets, improving the administrative reform index, and increasing satisfaction among individuals and organizations.
