On May 21st, a delegation from the National Assembly's Economic and Financial Committee held a working session with the Hanoi People's Committee at the People's Committee headquarters.
Here, Chairman of the Hanoi People's Committee Vu Dai Thang affirmed that Hanoi is facing new development opportunities with many unprecedented special mechanisms and policies.
Hanoi has clearly defined its growth roadmap in three stages: "foundation building - acceleration - stabilization and upgrading," with the overarching goal of achieving an average GRDP growth rate of over 11% per year, linked to restructuring the development model towards a green, digital direction, based on science , technology, and innovation.
Mr. Thang noted that although the growth rate in the first quarter of 2026 reached 7.87%, lower than expected, according to city leaders, this result was influenced by many objective and subjective factors, including the city's focus on allocating significant resources to land clearance and investment preparation for key projects. When these projects enter the simultaneous construction phase, the growth effect will become more evident in the following quarters.
Regarding the two-tiered local government model, the Chairman of Hanoi assessed it as a major reform, helping the administrative apparatus operate closer to the people, more effectively serving citizens and businesses.

Although there were initial difficulties, especially in wards with small areas but large populations, the city believes that this model is proving to be clearly effective, particularly in land clearance and the implementation of public investment projects.
According to Mr. Vu Dai Thang, the biggest bottleneck currently remains land clearance. However, with the new mechanisms granted under the 2026 Capital City Law, the city will have more tools to shorten the process, accelerate progress, and create breakthroughs in the implementation of key projects.
"Once land acquisition bottlenecks are resolved, public investment will truly become a crucial growth driver, directly contributing to Hanoi's double-digit growth target in the coming period," the Chairman of the Hanoi People's Committee affirmed.
According to Mr. Vu Dai Thang, immediately after the Law on the Capital City of 2026 was passed by the National Assembly and was scheduled to take effect on July 1st, the city focused intensely on the development and completion of all relevant legal documents to ensure synchronized and effective implementation from the very beginning.
