The Ca Mau Provincial Inspectorate has just concluded its investigation into the responsibility for the delays in determining the rental price of two plots of land in Ward 3, Bac Lieu (formerly).
According to the findings, in February and April 2023, the People's Committee of Bac Lieu province (formerly) issued decisions allowing Vincom Retail Operations Co., Ltd. and Bac Lieu Tourism Joint Stock Company to lease two plots of land totaling over 5,600 m2 for commercial and service business. To date, the land lease price has not been appraised or approved, and no revenue has been collected for the state budget.
The inspection determined that delays in advising, inspecting, appraising, and approving land lease prices affected budget revenue in 2023, 2024, and 2025. The case shows signs of irresponsibility on the part of the Department of Natural Resources and Environment (TN&MT) of the former Bac Lieu province, specifically the Deputy Director in charge of the field.
The inspectors concluded that the consulting unit, Southern Land Valuation and Environmental Resources Consulting Company Limited, was slow to incorporate and revise the documents as requested, causing the time taken to finalize the land price plan to exceed the regulations.

The Ca Mau Provincial Inspectorate determined that Mr. Nguyen Binh Thuan - former Director of the Department of Natural Resources and Environment of Bac Lieu province, now Deputy Director of the Department of Agriculture and Environment of Ca Mau province - failed to inspect and supervise his subordinates, leading to a prolonged land valuation process.
Mr. Le Van Phuong, former Deputy Director of the Department of Natural Resources and Environment of Bac Lieu province (now Chairman of the People's Committee of Vinh Trach ward), has been found to have failed to fully fulfill his assigned responsibilities, not promptly reporting or discussing issues with the department's leadership when they arose. Even after being reminded by the Director of the Department, Mr. Phuong continued to process and sign reports to the Provincial People's Committee late.
The inspection concluded that Mr. Phuong failed to properly fulfill his duties as a public official, violating regulations on disciplinary action against public officials.
The inspection also pointed out the responsibilities of several other individuals involved, such as Mr. Giang Van Tuy - former Deputy Head of the Land Management Department of Bac Lieu province (now Deputy Head of the Land Management Department of Ca Mau province), Ms. Nguyen Ngoc Hanh - former Deputy Head of the Land Management Department of Bac Lieu province, Mr. Tran Quoc Can - former Deputy Chief of the Office of the Department of Natural Resources and Environment of Bac Lieu province, leaders of the Bac Lieu Provincial Housing and Land Fund Development Center, and relevant localities.
The Ca Mau Provincial Inspectorate recommended a review and lessons learned session for Mr. Nguyen Binh Thuan, Mr. Giang Van Tuy, and Mr. Tran Quoc Can, and a review and disciplinary action against Mr. Le Van Phuong and Ms. Nguyen Ngoc Hanh for allowing the aforementioned errors to occur.
The inspectors also recommended that after the land price plan is appraised and approved, if its application leads to budget revenue losses, further consideration and handling of responsibility should be given to the relevant organizations and individuals.
