According to the Vietnam Road Administration, there are currently 29 sections of expressways under the management of the Ministry of Construction . Of these, 5 routes have had their infrastructure asset exploitation plans approved by the Ministry of Construction and are expected to start collecting tolls from January 2026.
Based on the construction progress of rest stops and the intelligent transportation system meeting the conditions for toll collection as stipulated in the Road Law and Decree No. 130/2024/ND-CP (regulating the collection of tolls for vehicles traveling on expressways owned and managed by the State), the Vietnam Road Administration proposes to implement toll collection for 13 state-invested expressways scheduled for completion in 2025.
The proposed routes include: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang, Can Tho - Hau Giang, Hau Giang - Ca Mau .
The Vietnam Road Administration proposed two fee levels. Level 1 is 1,300 VND/PCU/km (PCU is the equivalent of a 5-seater vehicle) applicable to expressways that fully meet the regulations on toll collection implementation conditions (4 lanes, with a continuous emergency stopping lane).
Level 2 is 900 VND/PCU/km, applicable to expressway projects whose investment policy was approved before the Road Law came into effect, when put into operation but do not fully meet the requirements stipulated in the Road Law (expressways with 4 lanes, with intermittent emergency stopping lanes).
The Vietnam Road Administration will directly manage, maintain, and repair the state-invested expressways and organize the collection of tolls using an electronic non-stop system. It is projected that when toll collection is implemented on the 13 expressways mentioned above, it will contribute nearly 2,500 billion VND to the state budget annually, after deducting collection costs.
